THE POSITION
-
Washington County is now seeking an Employee and Labor Relations Manager to join our Human Resources team. In this position, you will strategically manage and optimize the employee and labor relations function within Washington County to ensure that transparent, proactive, timely, human-centered policies and procedures are implemented and maintained. You will be responsible for cultivating and maintaining effective partnerships between Washington County and its employees, labor unions, and other community stakeholders. This will involve managing employee grievances, negotiating labor contracts, promoting fair policies, and facilitating communication and collaboration between management and labor groups to foster a harmonious and productive work environment. This role will be a partner and a change management leader for county leadership, departments, and the HR department. Exceptional communication skills, both verbal and written, are critical in this position. Our Ideal Candidate A successful candidate will demonstrate extensive expertise in employee and labor relations, including investigations, arbitrations, collective bargaining, and policy development and implementation, with a specific emphasis on public sector experience. Additionally, they should possess exceptional relationship-building skills, collaborative leadership abilities, and the capacity to assess the current state of employee and labor relations operational needs for the county and subsequently develop streamlined processes and procedures. They will also have a proven track record of fostering cross-department collaboration while maintaining confidentiality, professionalism, and transparent communication.

MINIMUM QUALIFICATIONS

Education and Experience:
- Bachelor's Degree in business or public administration, human resources management, a behavioral science, or a related degree; AND Four (4) years of professional-level human resources experience in employee and labor relations, that includes at least two (2) years of work experience in a lead or supervisory role. OR
- Associate Degree in business or public administration, human resources management, a behavioral science, or a related degree; AND Six (6) of professional-level human resources experience in employee and labor relations, that includes at least two (2) years of work experience in a lead or supervisory role.
Preferred Requirements:
- Professional certifications in Human Resources or applicable special training.
Special Requirements
- Must pass a criminal background check.

- Subject Matter Expert (SME) Review: Depending on the number of applicants that meet MQs, a SME panel may perform an in-depth evaluation of your application materials, including your responses to the supplemental questions.
- Panel Interview(s): Candidates who pass the screening step(s) will be invited to participate in a panel interview.
- Reference Checks: We will conduct reference checks for the final candidate(s).
- Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the final candidate(s) and the hiring manager will extend a conditional offer of appointment.
- Post-Offer Check: The final candidate will require to successfully clear a third-party background check as a pre-employment condition. If offered for a bilingual position, additional oral and written bilingual proficiency tests are required.
- Start Date: A start date will be determined after all pre-employment condition(s) have been met.
