THE POSITION

The Department of Juvenile Services is looking for a Spanish-speaking Bilingual Juvenile Counselor II to join our team!

As a Juvenile Counselor II at Harkins House, you will be working directly with youth in residential care in order to increase their ability to be successful when returning to the community. This position includes direct care, case management, brokering services for youth and their families, skill building with youth, attention to detail and timeliness with required reports.

Harkins House is a 24/7 residential program in Washington County serving youth between the ages of 12-18 who are involved with the juvenile justice system. As a Juvenile Counselor II, you will have an opportunity to help make a difference for adolescents and their families. We are looking for applicants who are team players, willing and able to support the youth, their families, and the Harkins House team in all aspects of the program. Harkins House is a fast paced environment, so having an ability to manage stress, remain calm, and focus on improving the lives of the youth in our care is essential.   • understand and deploy Trauma Informed Care practices and other evidenced-based strategies when working with youth.
  • prepare accurate reports under specific timelines and to have excellent time management and organizational skills.
  • thrive in a fast paced team environment.
  • speak in a court setting and provide recommendations based on a youth's progress and behavior.
  • accept feedback and course correct.
  • show schedule flexibility and willingness to work holidays.
Bilingual Positions
Designated bilingual positions require that the incumbent have knowledge of another language besides English. It is required to possess precise writing skills (including spelling, grammar, and punctuation), fluent speaking skills, and the ability to communicate clearly and concisely both orally and in writing. Upon successfully passing the applicable proficiency assessment test in a selected language, employees will receive bilingual pay in the amount of five percent (5%) of their base pay rate, exclusive of any other incentive pay, or a flat rate of seventy-five dollars ($75) per pay period, whichever is greater.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Master's degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice; AND one (1) year of experience working with juveniles and families in the counseling and case management of juveniles and families; OR
  • Bachelor's degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice; AND three (3) years of experience working with juveniles and families in the counseling and case management of juveniles and families; OR
  • Associate's degree in criminal justice, counseling, psychology, sociology, social work, or field applicable to the practice of juvenile justice; AND five (5) years of supervised work experience in the counseling of juveniles and families; OR
  • Seven (7) years of supervised work experience in the counseling of juveniles and families.
Additional Department And Program Specific Requirements:
  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.
  • Completion of a criminal history check in accordance with Oregon Administrative Rules.
  • Bilingual positions will require the ability to speak, read, write, and translate Spanish into English and English into Spanish and will be determined by successfully passing a written and oral examination.

  4. Salary Analysis & Conditional Offer: Human Resources will conduct a salary analysis for the successful candidate(s) and extend an offer of appointment conditional on successful completion of background, driving, and reference checks and passing a bilingual test.
  5. Start Date: A start date will be determined after all conditions of employment have been met.
