GIS Analyst
General Statement of Job
Under general supervision, the purpose of this position is to provide technical support to the City's Geographic Information System (GIS), its operations, and its users. Work involves developing and maintaining GIS databases; preparing maps and GIS documents; and assisting and training users.
Specific Duties and Responsibilities
Essential Functions:
Configures and creates varieties of GIS web mapping using ArcGIS PRO, ArcGIS Server and ArcGIS Online. for internal city users and for general public.
Coordinates directly with all city departments and external business partners to develop and maintain specific GIS data, processes and application operability.
Customizes software codes and applications and implements them as needed. Develops scripts and models to automate advanced analysis and improve existing processes.
Performs complex analysis of GIS data and generates maps and reports based on resulting data for use in projects, reports and decision-making processes.
Provides technical direction to City GIS users. Researches, analyzes and identifies users' needs to provide solutions.
Serves as project lead on assigned GIS projects; implements, configures and monitors applications that integrate with GIS.
Supports GIS applications used within the City ( ArcSDE, ArcGIS Desktop, ArcGIS Pro, ArcGIS Server, ArcGIS Online). Troubleshoots operating problems with GIS systems and maintains services in Enterprise GIS.
Coordinate and perform GIS data integration with other applications such as emergency management, permitting and licensing, and asset management for different departments of the City.
Works with imagery data as well as geospatial data analysis, conversion, and data manipulation and editing with ESRI products. Updates and converts data from various sources.
Minimum Education and Training
Bachelor's degree in geography or computer science supplemented by four (4) years of experience in GIS operations and the use of digitized data; or an equivalent combination of education, training, and experience. Requires FCIC, ICS 300, ICS 400 ( . Must possess and maintain a valid state of Florida driver's license. May be required to submit to, and pass, a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training.

Skill Requirements:
Has thorough knowledge of the methods, procedures and policies of the IT Department as they pertain to the performance of duties of the GIS Analyst. Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of computer technology and programming, GIS and GPS,. Has knowledge of the standards tools, materials and practices of the industry. Has knowledge of modern office practices and technology.
Is skilled in the use of computers for GIS applications, data and word processing, spreadsheet productions, records management and other applications. Is able to provide technical support and training to users. Is able to operate, administer, and maintain GIS systems software, hardware, and peripheral equipment. Is able to develop and maintain GIS databases and ensure their accuracy and integrity. Is able to respond to hardware/software problems promptly, minimizing computer down time. Is able to read and interpret a variety of materials pertaining to the responsibilities of the job.
Is able to take initiative to complete duties of the position. Is able to use independent judgment in performing routine and non-routine tasks. Is able to learn and utilize new skills and information to improve job performance. Is able to exercise considerable tact and courtesy in frequent contact with vendors, GIS users, the general public, and City personnel. Is able to maintain a variety of complex records and to compile reports from such records. Is able to communicate effectively in oral and written form. Is able to establish and maintain effective working relationships as necessitated by work assignments.
Physical Requirements:
Must be physically able to operate a variety of machinery and equipment including computers, printers, scanners, plotters, digitizer, and various office equipment. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve wailing or standing for periods of time, stooping, crouching, pushing, or pulling. Must be able to lift and/or carry weights up to 50 pounds.
Responsibilities:

Maintains quality communication and interaction with intra and interdepartmental personnel, and any external entities with which position interacts.
