General Statement of Job
The Learning and Development Facilitator will design, write, develop, manage, and facilitate complex learning and development projects for multiple audiences. Responsibilities involve working with employees and teams to help them reach their full potential, increase customer service, and maintain compliance. This position requires the application of effective written and oral communication skills in order to effectively create and facilitate workshops, training sessions, and training materials.
Specific Duties and Responsibilities
Essential Functions:
Facilitate training curriculum in large and small group settings virtually and in-person.
Design, structure, and maintain multi-platform training content (including activities, materials, and assessments) with a focus on optimizing the learner experience.
Effectively work with a variety of subject matter experts (business and IT partners, management, training team members, etc.)
Identify knowledge and development gaps based on input from management, stakeholders, and employee data.
Administers program maintenance which includes scheduling, tracking, and reporting.
For each course or program delivery, develop content and a syllabus to match the outlined objectives, ensuring that the curriculum is aligned with external certifications and/or accreditation requirements when necessary.
Interact with publishers and/or third-party sources to enhance the quality of the course content and instructional delivery. Performs content analysis to ensure grammar, organization, and purpose are clear for intended audience.
Deliver training in a variety of ways such as simulations, team exercises, group discussions, role plays, videos, lectures, workshops, presentations, and webinars.
Use a variety of assessment tool and strategies to assess and improve training resources through surveys, interviews with employees, focus groups, and consultations with managers.
Create job aides, learning guides, and prepare the learning environment and resources, including setting up IT equipment where appropriate to support session structure, this will increase learner confidence through professional service delivery.
Maintaining appropriate records to allow tracking and evidence of training.
Perform other duties and responsibilities as required.
Minimum Education and Training
Bachelor's degree (instructional design, curriculum development, organizational development or other related field) and three (3) years of corporate training delivery and facilitation or postsecondary teaching experience or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. DiSC or Myers Briggs certification desired. Must submit to, and pass, a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training. Must possess and maintain a valid state of Florida driver's license. Bilingual preferred. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.
The ideal candidate will have:
* Strong knowledge and understanding of Instructional Design and Theory (certification a plus)
* Skill at in-person and online curriculum development and facilitation
* Skill as an excellent communicator who is comfortable working with and teaching all levels of employees and across multiple core subject areas
* Passion for being organized, creative, and obsessed with the details
* Knowledge of adult learning theory and practice, facilitation and training techniques, and instructional design methods
* Self-motivation as a project manager with expert knowledge in designing project strategies for training, communication, and evaluation plans
* A strong track record of rapid-learning content development
* Leading and managing change initiatives
* Negotiation, influence and conflict resolution experience
Minimum Qualifications and Standards Required
Skill Requirements:
Has thorough knowledge of the methods, procedures and policies of the Human Resources and Risk Management Department as they pertain to the performance of duties of the Learning & Development Facilitator. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of training & development and is able to plan and conduct effective training and development programs for City personnel.
Is able to make sound, educated decisions. Has the ability to plan and develop daily, short and long- term goals related to City purposes. Has the ability to plan and coordinate the most effective use of personnel, facilities and resources to achieve department goals. Knows how to apply supervisory and managerial concepts and principles; has knowledge of administrative principles involved in developing, directing and supervising various programs and related activities. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations.
Has the ability to offer assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has thorough knowledge of the terminology used within the department.
Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has the ability to negotiate among different constituency groups with diverse interests to achieve a shared understanding and commonality of purpose. Has the ability to communicate professionally in confrontational situations. Knows how to make public presentations. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for data and word processing. Has knowledge of applicable occupational hazards and safety precautions. Knows how to react calmly and quickly in emergency situations.
Physical Requirements:
Must be physically able to operate a variety of machines and equipment including computers, basic office equipment, telephone, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of up to fifteen pounds.
Responsibilities:
