Brown and Caldwell, a national environmental engineering firm, has an exciting opportunity for a Permitting and Regulatory Compliance Lead to join our diverse team to lead and manage permitting and regulatory compliance aspects of our projects for New York clients.

The ideal candidate should have strong verbal and written communication skills, be highly organized and capable of working in a diverse team environment and handling multiple tasks with competing priorities.

The Permitting and Regulatory Compliance Lead will lead a team responsible for managing the permitting and regulatory compliance processes across all our entire NYC portfolio. This includes supporting Design - from Preliminary Design to Close-out Phases - and Construction Management Project teams. The team is also responsible for the associated project close-out documentation.

Key Responsibilities:



  • Manage a team of individuals responsible for the permitting and regulatory compliance requirements across the portfolio of projects, from inception to final close-out.
  • Manage specialized subconsultants performing similar tasks where necessary. This individual will be responsible for executing, within defined budgets and schedules, a variety of permitting and regulatory compliance tasks, including, but not limited to Department of Buildings approvals, Fire Department approvals, Environmental Permitting, and other regulatory agency permits, consultations and approvals.
  • Develop and execute Regulatory Compliance Management Plans and Permit Identification Checklists for all New York City office projects.
  • Guide and maintain standards for permitting and regulatory compliance management throughout all phase(s) of projects.
  • Work closely and collaboratively with client regulatory compliance and project management staff to successfully implement all required permitting and regulatory compliance activities.
  • Work with regulatory agencies and authorities having jurisdiction to successfully obtain necessary permits and approvals.
  • Support business development efforts with regards to permitting and regulatory compliance and develop scopes of work and budgets for such activities.
  • Manage the integration of permitting and document management processes into project handover and closeout deliverables.
  • Support portfolio-level reporting, metrics, and dashboards for permitting and asset management quality performance.
  • Conduct periodic audits of project files and procedures to ensure adherence to Client and company standards.
  • Coordinate the compilation and verification of as-built documentation, permits, and related records to ensure all client turnover requirements are met.
  • Supervise and mentor multiple individuals and teams.


Required Qualifications:



  • BS Degree in Engineering (Civil, Environmental, Chemical, Mechanical, or related Engineering field).
  • Minimum of 7 years of professional work experience with large municipal water/wastewater utility engineering.
  • Experience working with the New York City Department of Environmental Protection (NYC DEP)
  • Professional in Engineering (PE) in New York or ability to obtain NY PE through reciprocity within 6 months of hire.
  • Candidate must have excellent verbal/written communication skills, organizational skills, and the ability to work well both independently and in team environment
  • Previous proven and successful permitting and regulatory compliance management on large municipal projects as either the lead or in an assistant role with ability to obtain direct client references.
  • Strong communication skills i.e. ability to communicate orally and in writing - across functions and teams, up and down the chain of command.
  • The ability to influence people to get things done.
  • Ability to proactively resolve conflict.
  • Highly motivated self-starter with a passion to accomplish results.


Preferred Qualifications:



  • MS degree in Engineering (Civil, Environmental, Chemical, Mechanical, or related Engineering field).


Salary Range: The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location C:
Salary $128,000 - $174,000
