Overview

The Recruitment Manager drives strategic growth in foster home development by leading a state recruitment team focused on outreach, pipeline expansion, and conversion. This role blends sales leadership, business development, and relationship management to build sustainable networks of foster families and strengthen StepStone's capacity to serve children in care.

The manager leads recruitment planning, market analysis, and brand positioning strategies to attract, engage, and license qualified foster families. This includes overseeing team performance, driving key performance indicators (KPIs) such as new home development, census growth, and home retention, and ensuring a seamless experience from the first inquiry through full certification.

This position offers base pay plus a performance-based bonus opportunity, rewarding measurable outcomes and individual success.



Responsibilities

    Develop and execute sales-driven recruitment strategies to expand foster home development in alignment with state and national growth goals.
  • Lead, coach, and motivate the state recruitment team to achieve monthly and quarterly home development targets.
  • Monitor and drive census growth, ensuring open and licensed homes are actively filled and aligned with operational capacity goals.
  • Track and analyze home closures, identifying trends and working collaboratively with leadership to mitigate attrition and improve home retention.
  • Analyze market data and referral trends to identify new territories, demographic opportunities, and high-impact community partnerships.
  • Design and implement marketing campaigns and lead-generation initiatives in collaboration with communications and outreach teams.
  • Cultivate and manage relationships with potential foster parents using a consultative, relationship-based selling approach from first contact through licensing.
  • Maintain and monitor the recruitment pipeline, ensuring data accuracy, follow-through, and conversion at every stage.
  • Drive performance through accountability, setting clear goals and tracking outcomes for inquiries, orientations, and approved homes.
  • Utilize CRM systems and performance dashboards to forecast growth, analyze performance trends, and identify opportunities for improvement.
  • Partner cross-functionally with operations, compliance, and marketing to ensure recruitment efforts align with business objectives and state licensing standards.
  • Represent the organization at community and networking events, fostering brand visibility and building strategic alliances with referral partners.
  • Support the licensing process and ensure completion of all state requirements, including SAFE home studies and required documentation.
  • Contribute to strategic planning with leadership, offering insights on emerging market needs and innovative recruitment approaches.


Qualifications

  • A bachelor's degree from an accredited college or university in business administration, social work, psychology, childhood education, education counseling and psychology, or other human service, behavioral science field or public administration field.
  • Minimum 3-5 years of experience in sales, business development, or recruitment, preferably in human services, healthcare, or nonprofit sectors.
  • Proven success in building and managing pipelines, meeting growth targets, and leading high-performing teams.
  • Experience in marketing strategy, lead conversion, or community partnership development strongly preferred.
  • Prior experience in child-placing agencies or foster care recruitment a plus
  • Must be willing to obtain state specific foster parent pre-service training certificate
    SAFE certified Home Study Writer Certification Preferred. Company will assign this training within first month of employment as a Licensing Specialist.
  • Strong business development and sales acumen, with a track record of achieving measurable growth goals.
  • Ability to manage and influence key metrics, including new home development, census growth, and home retention.
  • Skilled in consultative selling, negotiation, and relationship management.
  • Strategic thinker who can connect data, performance metrics, and market trends to actionable growth strategies.
  • Exceptional written and verbal communication skills with the ability to influence and engage diverse audiences.
  • Highly organized and data-driven with strong proficiency in CRM and pipeline management tools.
  • Creative problem-solver with an entrepreneurial mindset and a passion for mission-driven work.
  • Strong leadership, motivation, and coaching abilities; able to inspire performance across remote and hybrid teams.
  • Demonstrated professionalism, confidentiality, and integrity.
  • Willingness to travel frequently for community events, presentations, and leadership meetings.
  • Regular travel required to affiliate locations, community events, and recruitment functions.
    Must be flexible to attend evening or weekend engagements as needed.

Additional Job Information

This is a remote, community-based position that situates you within the community of your assigned state, working both independently and alongside local offices to host, coordinate, and support recruitment and growth initiatives across all operations. You'll be on the ground building relationships, representing StepStone at events, and connecting families to our mission where it matters most, within their own communities.
