Working with minimal supervision, this position supports the full project lifecycle by evaluating requirements, recommending appropriate methodologies, and translating business objectives into actionable system solutions.

Serving as a key liaison between clients and cross-functional information technology teams, the Business Analyst ensures seamless communication, alignment, and successful execution of project initiatives. This role also provides day-to-day guidance on state program activities, contributing to operational excellence, regulatory compliance, and continuous system improvement in a dynamic, mission-driven environment.

Responsibilities:

  • Collaborates with stakeholders and customers to design, present, and validate technical solutions that address complex business requirements and functional needs.
  • Demonstrates a strong commitment to customer satisfaction and operational excellence by delivering high-quality solutions and responsive support.

  • Leads client demonstrations, presentations, and solution walkthroughs to ensure clear understanding, alignment, and stakeholder confidence.

  • Effectively prioritizes, schedules, and manages multiple assignments across all project phases in alignment with project plans, timelines, and deliverables.

  • Supports the development, documentation, and continuous improvement of business process models to drive operational efficiency and system optimization.

  • Maintains a strong understanding of overall system architecture and cross-functional integrations to ensure solution scalability, interoperability, and performance.

  • Applies in-depth business analysis expertise within MMIS systems to ensure accuracy, quality, and compliance of deliverables.

  • Contributes thought leadership to the Business Analysis practice by developing white papers, technical perspectives, and best-practice documentation.

  • Demonstrates comprehensive knowledge across multiple functional areas or system capabilities to support cross-domain analysis and solution design.

  • Develops and maintains high-quality requirements documentation and design specifications using use cases, workflow diagrams, and gap analysis techniques.

  • Analyzes user requirements and client business needs, applying expert judgment and industry best practices to deliver actionable, value-driven solutions.

  • The list of responsibilities is not intended to be all-inclusive and may be expanded to include other education- and experience-related duties that management may deem necessary from time to time.

Qualifications

Required Qualifications, Knowledge, and Experience
  • Bachelor's degree from an accredited institution is required.

  • A minimum of four (4) years of progressive business analysis experience is required; a master's degree may substitute for two (2) years of required experience.

  • Demonstrated expertise in business analysis methodologies and the Software Development Life Cycle (SDLC), including requirements documentation, traceability, and quality assurance practices.

  • Excellent interpersonal and client engagement skills, including professional presentation delivery and meeting facilitation.

  • Proven experience leading customer-facing requirements gathering, design workshops, and solution validation sessions.

  • Strong collaboration skills with the ability to work effectively across cross-functional teams to achieve project objectives and business outcomes.
