We are seeking a seasoned and detail-oriented Senior Acquisition Analyst to support the U.S. Army's Human Machine Integrated Formations (HMIF) and Advanced Concepts and Critical Technologies (ACCT) Project Office under the Rapid Capabilities and Critical Technologies Office (RCCTO). This position provides critical acquisition planning, strategy development, and program execution support in a dynamic environment focused on advancing autonomy, artificial intelligence, advanced payloads, and manned-unmanned teaming capabilities for Army formations. The analyst will play a key role in shaping acquisition strategies that enable rapid prototyping, experimentation, and fielding of emerging technologies. The ideal candidate will possess extensive experience in DoD and Army PPBE activities, DoD and Army acquisition and contracting processes, the ability to develop and manage complex acquisition documentation, and a strong understanding of rapid acquisition pathways and Other Transaction Authority (OTA) mechanisms. The selected individual will work closely with program leadership, industry partners, and joint stakeholders to align acquisition strategies with mission objectives and emerging operational needs.
DUTIES:
- Support all aspects of the PPBE process within the Project Office:
- POM planning
- P&R-Form submission
- Spend Plan development and management
- Cost Estimating
- Fund execution
- Assist in preparing and maintaining POM, P&R Form, APBB, and Spend Plan documentation.
- Assist in reviewing funding execution documents and insuring content quality and accuracy.
- Track and report status of contracting actions, funding execution, and performance metrics to program leadership.
- Support development of acquisition strategies, procurement plans, and contract documentation for both FAR-based and OTA (Other Transaction Authority) acquisitions.
- Assist in developing and maintaining cost estimates, schedules, and risk assessments aligned to program requirements.
- Assist with market research activities and documentation of acquisition planning strategies.
- Participate in Integrated Product Teams (IPTs), technical interchange meetings, and stakeholder working groups to ensure acquisition alignment with program milestones.
Required Skills/Experience:
- Minimum of 10 years of experience in DoD acquisition, program management, or related roles, with experience supporting Army or joint programs.
- Strong understanding of PPBE; to include, POM, R-Forms, APBB's, spend plan development and management, cost estimates, and funding execution.
- Demonstrated ability to synthesize, document, and communicate data from PPBE activities mentioned above with Project Office documentation and briefing materials.
- Demonstrated ability to work in a fast paced and fluid work environment under changing priorities.
- Demonstrated ability to multitask and quickly pivot among multiple tasks.
- Strong understanding of the DoD 5000 series, FAR/DFARS, and Army acquisition lifecycle processes.
- Demonstrated ability to work independently and as part of a multidisciplinary team in a fast-paced environment.
- Experience briefing or communicating with senior government stakeholders.
- Excellent written and verbal communication skills, with attention to detail.
- Must have a current driver's license.
- Travel: 10%
- Must be a U.S. Citizen
- Must have an active DoD Secret clearance upon hire, and the ability to maintain this level of clearance during employment. TS/SCI preferred.
EDUCATION REQUIREMENTS:
- Bachelor's degree in a business, logistics, acquisition, public administration, or related field.
- PMP certification or graduate education preferred.
PREFERRED / DESIRED SKILLS:
- Prior experience supporting rapid acquisition or prototyping programs.
- Familiarity with Other Transaction Authority (OTA) procedures and agreements.
- Experience supporting an Army Project Office, RCCTO, PEO, or similar DoD organization.
- Strong skills in stakeholder coordination, team leadership, and executive-level communication.
- Experience with enterprise planning tools, cost tracking/reporting platforms, or DoD acquisition reporting systems.
