Deputy Director IV

SUMMARY:

The Deputy Director IV works in collaboration with Tracking California's Executive Director to provide leadership and management of the program, including development and implementation of program priorities and partnerships, while simultaneously serving as Principal Investigator (PI) of one or more significant Tracking California grant awards including CalWATCH, CHARM, and related projects. The position provides oversight or leads day-to-day functioning of the program, program strategic planning, grants management, and human resources. The Deputy Director reports to the Executive Director.

This is a regular part-time 75% FTE position that is expected to have a work schedule of 30 hours per week.

This position works remotely, with regular travel for in-person meetings and other work activities across California and occasional travel outside California required. The incumbent is expected to work flexible hours to accommodate work and meeting schedules across time zones.

Full salary range for this position: $147,452 to $230,245 per year based on 100% FTE. The typical hiring range for this position is from $110,589.00 (minimum) to $141,636.75 (midpoint), based on 75% FTE. The starting salary is determined using a variety of factors, such as the candidate's knowledge, skills, and experience, as well as internal equity consideration and budget availability.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Program Strategic Planning and Team Management (20%)

• Work with the Executive director to identify program strategic planning and management needs
• Plan and facilitate program strategic planning processes, retreats, and planning-related meetings
• Participate in planning and management of complex individual projects
• Build and maintain strategic partnerships with collaborating organizations
• Supervisory responsibility to mentor and guide junior staff

Principal Investigator and Scientific Leadership (20%)

• Serve as PI or Multi-PI with responsibility for all programmatic and scientific decisions
• Convene research teams and lead development and implementation of project activities
• Provide leadership for study design, protocol development, instrument development, and analytic approaches
• Ensure IRB/CPHS and human subjects compliance, including protocol submissions and amendments
• Establish and oversee data-sharing and data use agreements
• Oversight of project deliverables and timelines

Fundraising and Grants Application Management (15%)

• Identify and pursue funding opportunities aligned with Tracking California priorities
• Lead or substantively contribute to development of funding proposals, including scientific framing and methods
• Develop budgets, budget narratives, and scopes of work in collaboration with Tracking California and PHI grants and finance staff
• Manage and oversee grant submission processes
• Oversee narrative and financial reporting for assigned grants

Scientific Dissemination and External Leadership (10%)

• Lead scientific dissemination through peer-reviewed manuscripts, reports, and conference presentations
• Represent Tracking California at professional meetings, learning collaboratives, and convenings
• Serve on relevant state and national committees and advisory groups

Workforce Development and Administrative Leadership (10%)

• Mentor and support scientific and project staff
• Provide administrative leadership for staff supporting PI-led projects
• Collaborate with the Executive Director and Management Team on staff professional development

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications

• At least 12 years of related experience, including at least 7 years of management level experience.
• Bachelor's degree required, or substitute with four additional years of relevant experience.

• Excellent organizational skills.
• Excellent analytical and problem-solving skills, written and oral communications skills.
• Strong working knowledge and experience in federal and other contracts and grant awards
• Good personnel management skills.
• Skills in strategic planning and meeting facilitation.
• Experience in project management and prioritization.
• Ability to interpret and connect programmatic and organizational needs to development and resource planning.
• Ability to identify and analyze organizational needs to guide and direct staff to meet program and administrative requirements.
• Risk assessment and management ability: determine, communicate and execute next steps to prevent / solve problems.
• Master's degree in public health or related field preferred.
