CIVIL SERVICE TITLE: IT PROJECT SPECIALIST
JOB DESCRIPTION

Serves as IT Project Specialist for East River Bridges Section in the Bureau of Capital Design and Construction. Plans, manages, and coordinates information technology projects from initiation to completion, including defining project scope, creating/updating project plans and work breakdown structures, scheduling project deliverables, goals and milestones, determining resource needs, developing and tracking budgets and funding requests, developing requests for proposal (RFPs), participating in negotiations, coordinating project tasks and progress with stakeholders and relevant teams, and obtaining signoff on project deliverables. Develops technology solutions based on the experience on long span bridge projects: review of contract documents including specifications, design drawings and calculations, ECMs/RFIs, reports, and the planning and scheduling of contract work; review of engineer's estimate and bid analysis; tracking contract budget, schedule, and construction status; review of time extension; preparing, monitoring and making adjustments for existing budget and new needs; review of contractor and consultant cost estimates; reviewing and tracking change orders; review of consultant and contractor invoices and TEA invoices; review of payments to contractor; review of redlines; assisting in finalizing as-built drawings; review of WZTC documents; review of lane closure requests for compliance with OCMC permit; coordination with governmental agencies, contractor, and consultant; experience working with NYCT and interacting with Con Edison. Implements usable software systems to support the bridge work such as using design programs (e.g., AutoCAD, MicroStation) to prepare and update project drawings, using software (e.g., Bluebeam Revu) to review project drawings and perform engineering estimates, using estimating database (e.g., RSMeans) and advanced Excel skills to develop cost estimates and review contractor proposals, using management software (e.g., Microsoft Project, Primavera P6, Microsoft Access) to schedule and track project progress, and using computer models and programming (e.g., MATLAB, Mathcad, Python, SAP2000, STAAD, AASHTOWare Bridge Rating) to analyze engineering problems. Drives improvement initiatives using creative collaboration techniques and emerging methodologies. Creates interaction models and interface designs based on established standards and input from functional team members.
PREFERRED SKILLS Professional experience in Computer-Aided Design(AutoCAD/MicroStation); Bluebeam Revu, Estimating using RSMeans, MS Project, MS Access and Primavera P6, Microsoft 365 strongly desired. Working knowledge of SAP2000, STAAD required. Excellent Written, visual and verbal communication skills, ability to work independently in a highly collaborative environment, respond and manage against tight timelines. Manage multiple projects at the same time. Strong organizational, writing and communication skills. A valid New York State Professional Engineer's License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

Minimum Qualifications 1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
Preferred Skills
