Job Requirements

The Tech Proposal Writer II plays a critical role in the Business Development (BD) department, developing high-quality technical proposals and related business development content in response to government solicitations. This role is responsible for synthesizing complex technical and business information from multiple stakeholders into compelling, compliant, and customer-focused proposals that support Fearless' growth strategy and values. The position requires strong writing, communication, and project management skills and may involve proposal efforts or special projects that require specific domain knowledge, technical expertise, or tight turnaround timelines.

The Impact You Will Create:

  • Delivers clear, compelling, and compliant proposal content that directly contributes to winning government contracts aligned with Fearless' mission and values.
  • Supports BD success by ensuring proposals meet RFP, RFQ, and customer requirements while maintaining Fearless' brand voice and storytelling standards.
  • Strengthens team effectiveness by coaching and supporting other Tech Proposal Writers and contributing to proposal process improvements.
  • Improves proposal efficiency and quality through reusable content, templates, and a continuously evolving proposal content library.
  • Contributes to on-time submission of proposal deliverables in fast-paced, deadline-driven environments, supporting revenue growth and pipeline conversion.

Your Responsibilities in This Role:

  • Write, edit, and produce high-quality technical proposal content in response to government RFPs, RFQs, RFIs, and other solicitations.
  • Gather, analyze, synthesize, and translate complex technical and non-technical information into clear, logical, and persuasive written content.
  • Collaborate with technical, business, and subject matter experts to develop complete and accurate proposal responses.
  • Ensure the proposal content complies with solicitation requirements and meets Fearless and customer quality standards.
  • Establish and maintain a consistent brand voice and tone across all written proposal materials.
  • Independently manage proposal writing projects, including coordinating inputs, managing constraints, and meeting tight deadlines.
  • Execute and support proposal strategies to create competitive and compelling submissions.
  • Act as a coach and resource to Tech Proposal Writer I team members, supporting skill development and content quality.
  • Collaborate closely with BD teammates and senior leadership to ensure alignment and timely completion of proposal deliverables.
  • Contribute to the continuous improvement of proposal processes, templates, and the proposal content library.
  • Support development of additional BD content as needed, including RFI responses, data calls, presentations, and other communications.
  • Clearly articulate Fearless' story, mission, work, and impact to diverse audiences.

Skills and Competencies:

  • Bachelor's degree preferred in English, Communications, Journalism, Technical Writing, Marketing, or a related field, or equivalent professional experience.
  • Must have at least 3 years or related experience
  • Exceptional written and verbal communication skills.
  • Strong storytelling ability with attention to grammar, clarity, and audience needs.
  • Ability to manage multiple priorities in a deadline-driven environment.
  • Collaboration and relationship-building skills across technical and non-technical teams.
  • Problem-solving, adaptability, and sound judgment in proposal development.
  • Creativity and an entrepreneurial mindset to identify opportunities and recommend improvements.
  • Mid-level professional experience in proposal writing or technical content development.
  • Demonstrated experience producing government proposal content, supported by a portfolio of writing or digital communications work.
  • Experience working collaboratively in cross-functional teams and independently managing writing projects.


Additional Qualifications
  • Experience in the digital services industry, government domain, and/or civic technology space.
  • Strong visual and presentation awareness, including coordination of graphics, charts, or illustrations within proposal content.
  • Familiarity with proposal automation tools or content management systems.
  • Experience supporting proposals for agile software development, digital services, or human-centered design projects.

Physical Requirements:

  • Ability to sit for extended periods while working on a computer or during meetings.
  • Must be able to travel occasionally to client sites or company meetings.
  • Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
  • Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).

The salary range for this position is:

Minimum Salary: $67,647

Salary Midpoint: $86,249

Maximum Salary: $104,852

Hiring Range for Role: $67,647 - $80,000

*This position is eligible for a discretionary bonus based on individual and company performance criteria.
