MicroHealth is seeking aTechnical Project Managerto provide critical PMO and Technical Project Management support for theDepartment of Veterans Affairs (VA)within theBAM PMO TMSproject. The Technical Project Manager will work directly with VA government product managers to overseeAgile software development and sustainment activities, ensuring seamless integration across VA systems while applyingScaled Agile Framework (SAFe)methodologies and adhering to VA policies. Key Responsibilities
- Directly manage software development and sustainment activities for specific products or technology solutions within the VA Product Line
- Oversee all phases of the project lifecycle, from initiation to closure
- Develop and execute detailed project plans, including scope, schedule, budget, resources, and risk management strategies
- Monitor project progress and address any issues or risks that arise
- Execute risk management planning, tracking, and analysis
- Serve as the main liaison between VA Product Line Manager, Product Managers, business customers, and third-party software developers
- Coordinate with the VA Product Manager on a regular cadence to address needs and reprioritize work
- Develop and maintain holistic knowledge of the project and its stakeholders
- Prepare and present regular reports on project status, risks, and outcomes to senior management
- Support the government with development of high-quality responses including PowerPoint presentations, executive summaries, email correspondence, white papers, reports, and spreadsheets
- Track, analyze, and coordinate multiple development efforts using PMI and CMMI principles
- Apply Scaled Agile Framework (SAFe) methodologies
- Define project objectives, deliverables, and success criteria in collaboration with stakeholders
- Facilitate cross-functional and cross-team planning sessions to integrate development activities
- Evaluate project schedules and developer resource allocations and provide recommendations for adjustments
- Oversee standard project management tasks for acquisition, development, modification, enhancement, deployment and/or decommissioning of software products or services, including COTS products, Low Code/No Code solutions, and custom-developed VA applications
- Oversee architecture and design activities
- Provide input on testing strategies, plans and scenarios
- Manage and support security requirements development and implementation
- Coordinate release management activities
- Participate in formal change and configuration management processes to validate adherence and identify configuration issues
- Perform change management support and configuration management support
- Lead requirements planning and management
- Provide strategic planning and analysis support
- Support federal budgeting, financial planning, and acquisition activities
- Provide input and evaluation of resource cost estimates
- Perform Jira administration tasks, specifically management of requirements, work items, risks, and project documentation in designated Jira and Confluence repositories
- Research and report product information into VA Product Line & Accountability Reporting System (PARS), VASI, and other VA systems
- Provide comprehensive documentation and data support, manage communications, data calls, and action items
- Facilitate executive-level virtual meetings, including preparing meeting agendas, capturing minutes, and tracking outcomes and action items
- Support efforts to conform with quantitative and qualitative SLAs, VA policies, and external directives
- Provide advocacy oversight for adherence and implementation of Section 508 requirements
- Conduct regular project reviews and audits to ensure compliance with best practices and organizational policies
- Identify opportunities for process improvements and implement best practices
- Stay up to date with VA policy, industry trends, and advancements in program management and software development
- Conduct research on special topics and recommend solutions to government clients
- Function as part of an integrated team sharing products, best practices, and information across the PMO Support Team
- Support meeting coordination and facilitation, and assist with onboarding and offboarding activities
- Work proactively and independently to carry out assignments to completion within parameters of instructions given
- Perform related duties as assigned by supervisor
Required Qualifications
- Bachelor's degree in information technology or related discipline
- Ten to fifteen (10-15) years of relevant professional experience
- Extensive experience managing or participating in Agile software development projects
- Proven experience managing software development and sustainment activities
- Expert understanding of software development life cycle (SDLC) and Agile methodologies
- Strong understanding of Scaled Agile Framework (SAFe) methodologies
- Proven experience with architecture and design principles
- Proven experience with security requirements and compliance standards
- Demonstrated project management experience
- Hands-on experience with release management processes
- Strong risk management capabilities
- Configuration management expertise
- Proficiency with Jira and other project management tools (e.g., MS Project)
- Proficiency in MS Office (Word, Excel, PowerPoint, Outlook, Teams)
- Experience with MS SharePoint and MS Visio
- Excellent written and verbal communication skills, including the ability to communicate with brevity and clarity to government clients
- Ability to develop work products that meet professional quality standards with minimal supervision
- Ability to schedule, organize, and facilitate executive-level virtual meetings and summarize outcomes
- Ability to self-organize, balance workload, complete tasks on time (without reminders), proactively seek out assignments, and offer improvements to client delivery
- Strong analytical skills and attention to detail
- Strong communication and stakeholder management skills
Clearance:
- Moderate Background Investigation required
Preferred Qualifications Certifications:
- SAFe certification strongly desired
- PMP certification
- Agile certification (Scrum Master, etc.)
Experience:
- Experience working as a federal contractor or employee
- Experience with VA systems including PARS and VASI
Salary: $140,000-$150,000
