DESCRIPTION OF WORK

In this position, you will oversee and guide the intricate analysis and assessment of the management programs within the Highway Administration Deputate, aiming to enhance overall productivity. Your responsibilities will include providing management with strategic recommendations regarding modifications to procedures, organizational structures, processes, and management practices. You will also be tasked with supervising and directing the program analysis team, as well as the engineering and roadway programs staff, who are focused on developing and implementing performance metrics.
Furthermore, you will take the lead in coordinating the Deputy Secretary's asset management initiatives, ensuring the effective implementation and evaluation of maintenance management metrics and tools across Districts and Counties. This includes overseeing County Accreditation and the Maintenance Accreditation Performance Index (MAPI) initiatives, which are integral to the County Maintenance Improvement Process.
Additionally, you will act as the primary liaison with District Executives, Assistant Executives, Bureau Directors within the Highway Administration, the Manager of the Operations & Performance Office - Maintenance (ADE-M), and County Managers, providing support for Plant Maintenance (PM), maintenance reviews, improvements, and compliance efforts. You will also be responsible for directing and managing the technical development, implementation, and evaluation of PennDOT's program areas, with a focus on maximizing the capabilities of the Commonwealth's SAP ERP system (SAP). - Full-time employment
- Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Program Analyst 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of analytical experience, three of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
- An equivalent combination of experience and training.
