LOCATION:Hanscom AFB, Bedford, Massachusetts

SALARY RANGE: $140-$150,000 annually

Astrion has an exciting opportunity fora Senior Systems Engineer located at theHanscom AFB inBedford, Massachusetts providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.

REQUIRED QUALIFICATIONS / SKILLS

  • Clearance: Must have and be able to maintain an active Top Secret security clearance
  • Education:
    • Master's or Doctorate Degree in a related field and 10 years of experience, 5 of which must be in the DoD; can be waived based on experience knowledge.
    • OR, Bachelor's Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
    • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD
  • Twelve (12) or more years of experience in DoD Test and Cyber Systems Management
  • Acquisition program-related (Cost, Schedule, Technical) performance experience
  • Demonstrated ability to work multiple project efforts and interface with multiple contractors, such as: MITRE, Government, and US military personnel at various levels
  • Excellent communication skills (verbal and written)
  • Proficiency in PowerPoint, Excel and Word

RESPONSIBILITIES

  • Create and assist in developing acquisition program documentation required by DoD 5000 series to support technical efforts and acquisition milestones/reviews, applying knowledge of streamlined acquisition policies/procedures providing engineering and test critical input.
  • Review overall system design baseline (architecture and interoperability) requirements and assist in the development of system specifications and system architecture products.
  • Perform analysis of proposed engineering changes, specifications and provide the Government evaluation and recommendations on the acceptability of vendor proposals.
  • Support life cycle cost evaluations on proposed systems and components.
  • Assist with test and evaluation support including test planning, test conduct and evaluation of test results against operational requirements to include participating in ITTs, TRRs, and other related system or program events and assisting in the determination of capability and availability of major DoD and civilian test resources and facilities.
  • Prepare Request for Proposal (RFP) documentation consisting of Statements of Objectives, Statements of Work, Program Specifications, Contract Data Requirements Lists, per DoD 5000 series; participate in associated evaluations, source selection and related activities.
  • Development and execution strategies and budgets to effectively execute programs.
  • Support PMRs, System Requirements Reviews (SRRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), CCBs, System Safety Groups (SSGs), production status meetings, design reviews, TIMs, provisioning and supply conferences, technical data conferences, Test Plan Working Groups, and other associated program meetings and conferences.
  • Monitor effectiveness of achieving program goals and objectives; to include monitoring cost, schedule and technical performance and associated risks.
  • Assist in the planning, facilitation, coordination of agendas, action items, and technical/program issues related to management, technical and test reviews to include requirements and design reviews, audits, one-pass meetings, etc.

  • Provide acquisition Test and Cyber Management support to the Government Section Chief by developing overarching DoD 5000 series-required documentation to support assigned programs and products with respect to acquisition life cycle activities.
  • This includes development, production, test, and technical management in support of program objectives.
  • Personnel must have current acquisition and technical knowledge and experience in support of Department of War (DOW) weapon systems, preferably AF, to include application of appropriate computer science principles and broad technical knowledge in interpreting and flowing-down capability needs/requirements, evaluating design approaches and trade-offs, and test/verification strategies for the delivery of operational capability within the limits imposed by life cycle constraints such as cost and schedule needs.
  • Personnel must have a detailed understanding the Air Force Test and Evaluation guide and applicable MIL standards.
  • Personnel must have a detailed understanding the Air Force Cybersecurity policy and practices for weapons system acquisition and sustainment and applicable MIL standards.
