Cruz Associates Inc. of Yorktown, VA (www.cruzinc.us) has an open position and is looking for qualified candidates for a Budget Assistant. The job location is Joint Base Langley Eustis (JBLE), Virginia.

Scope:

Manage and execute budget and contracting actions required to resolve unliquidated obligations (ULOs) and complete contract closeout in accordance with applicable policies and procedures. This includes coordinating financial reconciliation, deobligation activities, and end-to-end contract closeout using designated government systems and processes.

Responsibilities

  • Research, validate, and track unliquidated obligations (ULOs).
  • Coordinate with contractors, Contracting Officers (KO), Contracting Officer's Representatives (COR), finance/accounting personnel, and other stakeholders as needed.
  • Prepare and route deobligation modification packages for KO review and approval.
  • Ensure funds are properly closed in the appropriate accounting system following KO action.
  • Maintain complete and accurate supporting documentation and ensure proper filing.
  • Initiate and manage contract closeout actions within the Procurement Integrated Enterprise Environment (PIEE) Contract Closeout Module.
  • Monitor workflows, resolve discrepancies, and document completion of closeout actions.
  • Manage and coordinate closeout procedures for completed contracts that do not require ULO modifications.
  • Ensure timely execution of all closeout activities through final completion.
  • Track and report monthly status, including:
    • DAR-Q lines closed
    • Contract modifications created
    • Total dollars saved through deobligations

Education & Experience

  • Experience in federal contracting, contract administration, or financial management.
  • Knowledge of ULO processes, contract closeout procedures, and deobligation actions.
  • Familiarity with government systems such as PIEE and applicable accounting systems.
  • Ability to coordinate across multiple stakeholders and manage competing priorities.
  • Strong analytical, organizational, and documentation skills.
