The Maryland Department of Transportation, The Secretary's Office (MDOT TSO), is seeking a qualified candidate for the position of IT Budget & Compliance Analyst (Fiscal Services Administrator I) within the Office of Budget and Contracts. The IT Budget & Compliance Analyst is responsible for providing strategic financial and analytical support for the Office of Transportation Technology Services (OTTS) by managing its IT budget, developing independent cost estimates, and ensuring compliance with Maryland Department of Transportation (MDOT) fiscal and procurement policies. The incumbent serves as a financial liaison between OTTS and the Office of Budget and Contracts.

The IT Budget & Compliance Analyst directly supports the mission by enhancing enterprise-level financial planning, procurement coordination, and cost transparency for IT initiatives. It offers opportunities to contribute to cost transparency efforts through frameworks such as Technology Business Management (TBM) and Software Asset Management (SAM), bolstering the division's ability to deliver value-driven technology services across all MDOT modes through informed decision making, optimizing resource allocation, and ensuring fiscal accountability.

Responsibilities include but are not limited to the following:

  • Preparing and analyzing financial reports, forecasts, and budget variance analyses
  • Leading or supporting implementation and maintenance of Technology Business Management (TBM) framework
  • Assisting with Software Asset Management (SAM) activities, including license tracking and compliance
  • Supporting IT procurement processes by reviewing funding availability and assisting with budget justifications
  • Ensuring compliance with state of Maryland budgetary, procurement, and audit requirements
  • Communicating financial and technical information to stakeholders, including executive leadership
  • Participating in the annual budget planning and submission process
  • Providing input for legislative or executive budget justifications and presentations

The employee in this position will receive managerial supervision from the IT Budget Manager.

The current vacancy exists at MDOT TSO in the Office of Budget and Contracts, which is located in Hanover, MD (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and required on-site work hours.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a Bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.

Experience:Five (5) years of experience in budgeting, fiscal or financial management, auditing, or professional accounting.

*Selective Qualification: Two (2) years of experience performing financial analysis or operational improvement work, such as developing cost estimates or forecasts, building financial models, or evaluating and improving financial or operational processes and workflows.

Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).No substitutions are allowed for a Selective Qualification.

The ideal candidate will bring strong financial, analytical, and process-improvement skills to support the technology budgeting needs of the Office of Transportation Technology Services (OTTS). They will be comfortable working in a dynamic environment where accuracy, clarity, and collaboration are essential.

The ideal candidate will also possess:

  • Experience supporting or performing budgeting or financial analysis for technology programs, IT services, or complex operational environments
  • Experience developing or contributing to cost estimates, financial models, or cost-benefit analyses
  • Experience assessing or improving business processes, workflows, or operational practices
  • Proficiency with Microsoft Excel for modeling, forecasting, and data analysis
  • Experience using financial or budgeting systems
  • Strong analytical skills with the ability to interpret and communicate complex financial information to technical and non-technical audiences
  • Familiarity with IT financial management concepts such as TBM or SAM, or the ability to learn new frameworks quickly
  • A proactive, detail-oriented approach and the ability to work collaboratively across teams

Notes:

1. Applicants may substitute a bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience.

3. Applicants may substitute possession of a Master's degree in one of the above specified fields or concentrations for one year of the required experience.

4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.

Licenses & Certifications

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the state of Maryland.
