Job Summary

Under general direction of the Executive Associate Vice Chancellor for Research and in consultation with the UC Davis Institutional Official for animal care and use (the Vice Chancellor for Research), the Institutional Animal Care and Use Committee (IACUC) Executive Director oversees the faculty based, federally mandated IACUC and the highly specialized professional staff supporting this committee. The Executive Director is accountable for all IACUC functions associated with the most complex animal care program affiliated with an institution of higher education in the United States. The Executive Director possesses the appropriate expertise and the highest level of autonomy and accountability to achieve broadly stated goals through a subordinate manager and senior level professional staff, retaining overall responsibility for IACUC Office operations, support of IACUC functions, and the delegation of duties and supervision of those providing these services. Manages IACUC resources. Determines objectives, work plans, strategies and policies, and manages program risk. Is accountable for implementing systems and procedures, maintaining protocol submission records, preparing compliance and audit reports for internal and external stakeholders, and compiling financial analyses and business cases for budgetary purposes. Develops and maintains appropriate standard operating procedures that reflect current best practices and trends. Conducts continuous process improvement related to animal care and use. Has primary responsibility to represent IACUC interests across departmental units and through UC system-wide working groups. Routinely attend regional and national conferences as the primary UC Davis IACUC representative. Accountable for VMTH clinical trials in consultation with the Clinical Trial Review Board, and is responsible for developing, implementing, and maintaining required animal care training programs. Serves as a organizational authority and an informational resource on issues regarding the care and use of research and teaching animals. Convenes regular meetings with cross-divisional Senior and Executive Campus Administrators through the Animal Care Leadership Team (ACLT) Task Force. Accountable for all actions to assure researchers comply with laws and regulations regarding animals used for research, testing, and/or teaching including leading confidential inquiries and/or investigations related to allegations of protocol violations in consultation with the Campus Veterinarian, Campus Counsel, Academic Affairs, and other relevant leaders/offices. Serves as the primary point of contact for complex and time sensitive public records requests related to the care and use of animals in consultation with the Campus Veterinarian, Campus Counsel, Strategic Communications, and other stakeholders. Manages critical communications to internal and external constituents. In consultation with the Executive Director of the Research and Teaching Animal Care Program/Attending Veterinarian, provides the direction, analytical skills, knowledge, and continuity required for the IACUC to fulfill its federally mandated responsibilities and for UC Davis to maintain UCOP mandated AAALAC International accreditation. Leads UC Davis AAALAC accreditation efforts of a broad range of constituents. Serves as a voting member of the UC Davis IACUC. Serves as the primary IACUC liaison and University contact for USDA Animal Welfare, Federal and State inspectors during campus visits and AAALAC site visits; Veterans' Affairs, and campus CDFW Research Restricted Species Permit holder. Serves on system- and-campus-wide compliance and ethics committees and advisory groups as needed. Collaborates/leads initiatives involving Senior Managers and Directors from Campus Veterinary Services, Environmental Health and Safety, Emergency Management, Risk Management, Occupational Health, Office of General Counsel, and other campus entities to meet campus and system-wide objectives.

Department Overview

Oversight of animal care and use at UC Davis is provided by the Institutional Animal Care and Use Committee (IACUC), a compliance department within the Office of Research. This faculty-based committee's activities are mandated by the federal USDA- APHIS Animal Welfare Act (AWA) and the Public Health Service (PHS) Policy. The IACUC is an approximate 25-member faculty based committee reporting directly to the Vice Chancellor for Research, who serves as the Institutional Official for UC Davis. The IACUC is charged by federal law and policy with ensuring that all aspects of the care and use of animals in research, teaching and testing at UC Davis comply with all applicable laws, regulations, and policies. IACUC decisions are binding and may not be overruled by the campus administration. The IACUC is assisted in carrying out their responsibilities by the IACUC professional staff. The IACUC professional staff also serve the campus by assisting investigators in maintaining compliance with all relevant state and federal policies and facilitating animal research and teaching. The operational budget for the IACUC office is approx. $1,800,000.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Certified Professional IACUC Administrator (CPIA)AALAS certification at LATG level.
  • Bachelor's degree in biology, microbiology, public health, animal or environmental science or other research or policy related field, and at least 8 years of relevant IACUC experience.
  • Experience with supervisory and management principles. Managerial and supervisory experience; proven success in managing compliance review boards or committees.
  • Expert knowledge of laws, regulations, guidelines, and policies dealing with the humane care and use of animals in research and teaching, including the Federal Animal Welfare Act, the US Public Health Service Policy on the Humane Use of Laboratory Animals, and the requirements of the California Fish & Wildlife Code as this code relates to the use of animals in research. Skill in establishing relationships with accrediting bodies and regulatory agencies on local, regional and national level to include but not limited to AAALAC International, USDA-APHIS and other agencies such as CDFW. Ability to interpret and apply a complex array of issues, mental flexibility, and creativity related to compliance issues and knowledge of standards of excellence necessary for maintaining full accreditation with AAALAC, International. Experience with supervisory and management principles. Managerial and supervisory experience; proven success in managing compliance review boards or committees.

Preferred Qualifications

  • Certified Professional IACUC Administrator ALAS certifications (LATG and/or CMAR)
  • Experience in animal subjects' protection in a research university environment. Experience working with public record officers in handling public record requests. Experience developing and implementing training programs for animal care and use. Advance degree or additional certifications relevant to the field (RVT, CMAR, ILAM)
  • Time management and organizational skills to prioritize and complete workload and activities with conflicting deadlines.
