THE POSITION

The Department of General Services is searching for a Manager to lead the performance and quality of a dynamic portfolio of renovation and new construction projects spanning the Commonwealth's Capitol Complex, universities, hospitals, museums, correctional institutions, national guard readiness centers, state police, as well as parks and forests throughout Pennsylvania. DESCRIPTION OF WORK

As a Commissioning Program Manager, you will be leading building commissioning across a statewide portfolio of capital projects, ensuring quality, consistency, and performance. You will be responsible for developing and maintaining program policies, standards, and processes that align with industry best practices, while supporting and enhancing the DGS Project Delivery System. Work involves serving as a subject matter expert by providing technical reviews and advising project teams on scope, cost, schedule, and risk. You will have the opportunity to collaborate with stakeholders to establish contracts and integrate commissioning into project plans. Additionally you will be responsible for monitoring performance, reviewing consultant deliverables, and driving continuous improvement through data analysis, training, and outreach.

Work Schedule and Additional Information:

  • Full-time employment
  • Work schedule start and end times are flexible and are established with the employee during the hiring process.
  • Telework: You will have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of professional building design, construction administration, or construction management experience for renovations and new construction for commercial, institutional, or educational buildings, and a bachelor's degree in engineering, architecture, construction management, construction science, or a closely related field; or
  • An equivalent combination of experience and training.

Special Requirements:

  • This position requires possession of a valid license as a Professional Engineer, Registered Architect, Professional Land Surveyor, or Professional Geologist by the Commonwealth of Pennsylvania or a reciprocal jurisdiction; or possession of valid professional level certification issued by a nationally recognized and accredited professional certification program in Master Level of Certified Hazardous Materials Manager (CHMM) or Certified Industrial Hygienist (CIH).
  • This position requires possession of an active Pennsylvania non-commercial Class C driver's license or equivalent.

Additional Requirements:

  • You must have the ability to demonstrate professionalism, communicate effectively, as well as interact and work well with others in groups.
  • You must have a minimum of 6 years of experience in commissioning and related work.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Minimum 6 years of experience in building commissioning processes, including in-depth understanding of IBC, ASHRAE and other pertinent industry standards
  • Minimum 4 years of experience developing and negotiating contracts for building commissioning services
  • Minimum 4 years of experience facilitating meetings, resolving conflict, and promoting collaboration on a project team
  • Experience leading business process improvement with a strong focus on customer service
  • Certified ASHRAE Building Commissioning Professional (BCxP)
  • Possess an LEED AP certification
  • Understanding of IBC, ASHRAE, and other industry standards
  • Number of contracts for building commissioning or other services have you developed or negotiated
  • Experience with Microsoft products
  • Level of experience with Microsoft Office modules
