About the Department:


Parking and Transportation (P&T) manages all campus parking operations, parking facilities, shuttle bus operations, outsourced contracts, and other transportation services, to facilitate movement of students, faculty, staff, and community members both on and off campus.


About the Position:


The Assistant Director, Parking & Transportation (AD-P&T) is responsible for supporting the Director of Parking and Transportation (D-P&T) with the day-to-day operations and management of the university's $20M parking and transportation program. The position will support the D-P&T with short-term and long-range business operations, capital expenditures and financial planning, project management, and manage P&T staff responsible for daily operations of parking and transportation facilities.

The position reports to the D-P&T and closely collaborates with the Director, Budget & Finance (Auxiliary and Business Services) as it assists in preparing and managing the department's budget, and is responsible for ensuring contract compliance, including financial reporting, management, and controls. Generate reports on revenue, expenses, and operational metrics.

The AD-P&T coordinates with parking and shuttle contractors to provide high-quality, income-producing services to the campus community and maintains standards of excellence for contracted parking and transportation services.

This position will supervise the Transportation Programs Manager and the Transportation Support Coordinator and will assist them with oversight of student employee staff in the P&T office and those assigned to the Patriot Lift program.

The AD-P&T coordinates and implements parking policies/procedures and executes decisions made by the university and the D-P&T. They facilitate the implementation of decisions, pricing, and policy changes through communication with the university community and the Parking Services office.

This position will oversee the parking appeals committees, assists the D-P&T to implement existing and new programs, and oversee and/or perform the daily office and administration functions to include staff management, purchasing, work order requests, and financial reconciliations.


Responsibilities:


Policy & Data Analysis



  • Reviews and recommends changes to George Mason parking and transportation policies;
  • Responsible for data analysis through all areas of the operation;
  • Develops and reviews policies and standard operating procedures across parking and transportation operations;
  • Ensures policies are consistently implemented and adhered to across the department;
  • Oversees the implementation and the dissemination of changes to the George Mason community, including coordination with Auxiliary Business Services' Marketing and Communications team; and
  • Analyzes parking and shuttle usage and recommends changes to parking lot permit availability and pricing, and shuttle routes.


Program Management and Strategic Initiatives



  • Assists department director in the research, recommendation, and implementation of new parking, traffic, and alternative transportation initiatives;
  • Assists department in the creation, implementation, and monitoring of all department programs and new initiatives;
  • Project management, assisting the D-P&T in coordination with contractors and various departments across the university;
  • Maintains knowledge and experience in processes of current alternative transportation programs and assists Transportation Programs Manager on a regular basis in managing programs;
  • Requests reports to monitor success of program and recommends adjustments of program as needed; and
  • Implements and manages centralized customer support systems to handle inquiries, complaints, and service issues effectively.


Operations and Customer Service



  • Works closely with Parking Services office to ensure smooth operations and excellent customer services skills. Oversees day-to-day administration of Parking Services contract;
  • Supports the D-P&T managing daily operations of campus access;
  • Assists D-P&T managing Parking Services contractor: Meets regularly and works with Parking Services contractor to effectively resolve problems and complaints;
  • Runs bi-weekly staff meetings: Creates meeting agendas, follows up to ensure previous meeting decisions have been made/are in process of being implemented;
  • Assists D-P&T with managing special event parking services, coordinates with Event Management, EagleBank Arena, Athletics, Concert Hall and other departments, communicates with event customers. *Monitors placement of new signage and advertisement of closings for special events, work repair, etc.;
  • Oversees parking/traffic concerns for all summer camps, orientations, and housing move in;
  • Upholds customer service standards and ensures client expectations are met by receiving and facilitating resolution of inquiries, concerns, and/or complaints. Performs frequent interactive customer discussions with faculty, staff, students and parents;
  • Reviews and approves all special parking permit requests (service/repair, administrative permits; and
  • Maintains an up-to-date photo library of parking areas on campuses and signage.


Financial and Budget Analysis



  • Creates and maintains monthly and quarterly reports for P&T and ABS management review;
  • Assists the D-P&T in developing annual Parking and Transportation budgets, monitors and reconciles budgets monthly, and reports performance and anomalies to the D-P&T;
  • Monitors all self-generated revenue and fee allocations and develops projections for fiscal year and year-over-year analysis;
  • Analyzes permit fee usage and revenue generation. Recommends changes to annual permit fee rates proposals including levels of permits and pricing to the D-P&T. Assists with development of annual permit fee proposals to Mandatory Student Fee Committee, and Ways & Means Committee;
  • Works with D-P&T and parking contractor to develop permit and daily parking options and appropriate parking and price options;
  • Manages Transportation contractor payment process and develops financial projections for variances to annual budget with Transportation contractor;
  • Works with P&T contractors to oversee and manage financial reporting and transactions. Assists D-P&T with managing financial contract obligations;
  • Provides detailed analysis and reports as requested;
  • Collects, analyzes, and manages data related to parking usage, revenue, and operational performance; and
  • Prepares and distributes regular reports to the D-P&T, providing insights into strategic decision-making.


Administrative



  • Oversees the daily functions of the office;
  • Acts as back-up for D-P&T when needed;
  • Ensures all calls and office emails are answered/responded to in a timely manner;
  • Monitors schedule of student/wage employees to ensure front office is adequately staffed and work is completed accurately and in a timely manner;
  • Coordinates updates and changes to department websites;
  • Initiates all office and department purchase orders for supplies, equipment, contracts, including contract renewals;
  • Manages office and department for Telecommunications Administration;
  • Works with Human Resources as needed on timesheet approvals, updating of contracted employees and staff status;
  • Processes new hire requests for office; posts position openings, interviews applicants and completes hiring paperwork;
  • Oversees monthly office reconciliation process;
  • Oversees yearly department inventory review; and
  • Oversees office and departmental renovations, as needed.


Required Qualifications:



  • Bachelor's degree in related field or the equivalent combination of education and experience;
  • Typically, a minimum of 5 years of progressive experience in parking, transportation, or related field with typically at least 2 years in a supervisory role;
  • Demonstrated experience in financial oversight, customer service initiatives, Human Resources, administrative procedures, and processes implementation within a parking & transportation department;
  • Demonstrated experience in working with parking and transportation systems and technologies;
  • Demonstrated experience in data analytics;
  • Knowledge of parking, financial, Human Resources and administrative policies;
  • Ability to communicate effectively between departments, students, faculty, and staff members;
  • Strong leadership and team management abilities;
  • Excellent communication and conflict resolution skills; and
  • Proficiency in Microsoft Office Suite, including PowerBI.


Preferred Qualifications:



  • Master's degree in related field;
  • None required, but professional certification such as PTMP, CPP, TDM-CP preferred;
  • Experience in a university setting;
  • Experience with project management;
  • Knowledge of capital/deferred maintenance programs and planning;
  • Knowledge of capital project design and execution; and
  • Knowledge of ADA regulations, sustainability practices, and transportation planning.
