REQUIREMENTS AND PREFERENCES

Broward County Board of County Commissioners is seeking qualified candidate(s) for the Community Library Manager, Senior - Community Engagement within the Libraries Division. Additional vacancies may be filled from this recruitment for a different location/section within the library system. This position may be assigned to any location/section within the Libraries Division based on operational needs.

The purpose of this position is to manage, plan, supervise and coordinate the activities of a regional or flagship library location or a division-wide section. Minimum Education and Experience Requirements

Requires a Master's degree accredited by the American Library Association or an equivalent international degree related to library services.

Requires four (4) years professional library experience, including two (2) years managing a section/branch and two (2) years supervisory experience.

  • Master's degree or higher in Education or related field that is separate but relevant from the Minimum Qualifications

  • Three (3) years Project Planning Experience
  • Two (2) years experience designing large scale services for low-literacy, disadvantaged, marginalized, and special populations
  • Two (2) years experience managing and/or developing a system-wide plan of service for adult programs and services
  • One (1) year Grants Writing Experience

This position must be able to:

Additionally, the Community Library Manager, Senior must be able to develop productive relationships and partnerships with organizations, that increase usage of library resources and develop new library customers.

The functions of this position include but are not limited to:

  • managing staff, volunteers, collections, and other resources of a regional library, flagship library, or division-wide section
  • implementing projects and programs that further the Libraries Division's strategic objectives
  • facilitating partner relations; supporting and cultivating outreach and engagement efforts
  • ensuring a diverse and well utilized collection for the public and any partners
  • ensuring team members are well trained in customer service, circulation, youth and adult information services
  • contribute to the development and implementation of grant proposals to seek funding for library programs.

This position is regularly assigned complex administrative projects and will be assigned as manager in charge of a cluster of libraries in the absence of the Library Regional Manager.

Within the Community Engagement section, the functions of this position include but are not limited to: supervising and training staff, managing public service projects and programs, facilitating partnerships, coordinating, and cultivating outreach efforts, coordinating and supporting division-wide initiatives, reference services, community advisory, managing services and classes, and managing library innovation in the field of librarianship. This position is also responsible for serving as a liaison to county-wide community, literacy, partner organizations, projects and reviewing population needs.

This position will also perform related work as assigned and may be assigned to work at any library location based on operational needs.

SCOPE OF WORK

General Description
Directly supervises librarians and is responsible for the implementation of services and the operations of the building.

Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Ensures that regional library service or system-wide function is delivered as scheduled with sufficient staff and that building equipment is operational and library resources are available for customers; reports resource concerns (building, equipment, staffing, collections) as needed. Coordinates the regional library activities and collection needs. Maintains awareness of library facility needs and communicates concerns in a timely manner to minimize liabilities.

Supports the planning, coordination, and organization of the functional, programmatic, and physical aspects of library services and the facility at a regional library, including new initiatives (plan of service); plans and coordinates services to ensure health and safety of library users and staff, including facility maintenance, health and safety issues, evacuation drills, incident preparedness/emergency training for staff.

Supervises library staff and effectively addresses performance concerns; trains and directs staff; evaluates subordinates, counsels, and recognizes when appropriate; provides information to staff about library policies and changes; participates in interview panels, ensures mandatory trainings are completed and encourages the professional development of all staff within their team. Addresses staffing challenges created by vacancies and long-term leave; prepares payroll; provides guidance to supervisors and assists with duties and tasks; ensures that staff are trained in all aspects of public service; conducts all staff meetings and provides progress updates to administration through meetings and reports as appropriate; attends administrative meetings and shares information from these meetings with staff.

Represents the regional library or system-wide service and addresses disputes verbally and in writing. Resolves complex transaction discrepancies; collaborates with the Friends of the Library and other members of the community to enhance library services and promote the library and its resources.

Performs frequent reviews and updates to the regional library or system-wide plan of service to reflect changing community needs. Shares information about library resources with stakeholders; and identifies opportunities for outreach, partnerships, and collaboration within their community. Prepares a variety of statistical reports related to library usage.

Proposes the development and implementation of grants to seek funding for library programs.

Provides training for and serves as Supervisor-in-Charge (SIC) to contribute to a safe environment by addressing customer code of conduct violations and escalating critical incidents to Administration and contacting appropriate authorities as needed. Review incident reports and security log entries to ensure accuracy and follow up as needed.

Shares information regarding current literature, trends, and developments in the field of library science appropriate to the areas of assignment, and professional library principles, practices, and techniques.

Guides staff in providing excellent customer service, exercises discretion as appropriate to meet customer needs; contributes to the development and implementation of library procedures.

Performs related work as assigned.
