Job Summary
The purpose of this position is the internal management and control of the Parking Services department. This includes supervision of Senior Parking Representatives (enforcement), Parking Assistants (kiosk/lot operations), Valet Parking Assistants and Sr. Auto Equipment Operators. Facilitates safe parking for all vehicles operating on the UCDH grounds by providing and maintaining safe equipment. The incumbent plans and implements special parking arrangements/events, ensuring signage, structure maintenance, lot equipment usage, including enforcement of parking regulations, plans and prepares budgets, surveys and reports. - Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
- High School Diploma, GED or equivalent experience/training
- Proven experience leading a team, specifically in training, scheduling, and conducting performance evaluations
- Experience handling public complaints and resolving issues in a professional, courteous manner
- Extensive verifiable supervisory experience
- Leadership skills and/or supervisory experience to lead, monitor motivate, train and evaluate staff.
- Knowledge of applicable California Vehicle Code regulations.
- Knowledge of proper cash handling, collection and deposit practices.
- Analytical and decision making skills to review information, draw conclusions, develop and evaluate alternatives/solutions.
- Skills to analyze options and solve problems independently on assigned projects while utilizing available resources to efficiently complete work assigned.
- Organizational and time management skills to prioritize workload and meet deadlines, develop and carry out project assignments, in an efficient and timely manner and to provide accurate and sufficient documentation of activities.
- Interpersonal, verbal and written communication skills to clearly and efficiently interact with a diverse group of individuals at all levels within the organization to secure and/or promote information to clarify situations, resolve problems, and to foster and promote the goals of the organization.
- Ability to coordinate independently a variety of tasks and functions; to work around frequent interruptions; to organize workload and set ever-changing priorities; to anticipate and provide for schedule changes; to work with deadlines, realigning priorities as necessary.
- Knowledge and experience with but not limited to: Word, Excel, Power Point, Outlook, and databases.
- Familiarity with parking revenue control systems, automated systems, and handheld ticketing devices.
Preferred Qualifications
- California Drivers License with Passenger and Air Brake Endorsements
- Expected to have a blend of operational parking experience and demonstrated leadership capabilities, with many employers preferring at least 1-2 years of direct supervisory experience in parking, valet, or facilities management
- Extensive experience supervising employees in a collective bargaining
- Knowledge of California Vehicle Code 21113a and UCD Traffic and Parking code.
- Knowledge of UCD/UCDH Transportation and Parking policies and procedures.
- Knowledge of Affirmative Action polices/guidelines and collective bargaining issues.
- Thorough knowledge of all hospital streets and parking areas and the various parking instructions and exceptions as they apply to staff, patients and visitors.
- Troubleshooting skills to repair or communicate with individuals assigned to service parking control equipment.
- Skill to read and interpret mechanical drafting plans, blue prints, electrical schematics, and technical instruction manuals.
- Knowledge of UC Path personnel appointment attributes and campus payroll cycles.

Department Overview Parking, Transportation and Fleet Services is responsible for parking facilities, people movement and acts as a steward of University assets. The unit staffs kiosk-operated parking lots, and oversees metered lots, and strictly controls the issuance and sales of parking permits. Enforcement of all parking areas is performed by uniformed staff in accordance with California Vehicle Code 21113a; citations issued by agreement with the Sacramento Superior Court. Responsible for maximizing the use of available parking resources, the development and marketing of alternative commute programs in an effort to meet regional air quality and trip reduction regulations, the operation and continued refinement of patient and employee shuttle programs. Department Specific Job Scope Sets and delegates day-to-day tasks to achieve operational objectives. A portion of time may be spent performing individual tasks related to the unit; however, supervisory activities will constitute a primary part of the job. The incumbent plans and implement special parking arrangements / events; ensuring signage; structure maintenance; lot equipment usage; including enforcement of parking regulations; plan and implement traffic control.
