Opportunity Overview
This is an excellent opportunity for an experienced Payroll and Human Resources professional to step into a key role with Abhe & Svoboda Inc., a specialty contractor with a strong field-focused culture and a commitment to building better systems to support our people.
Our current Payroll/Human Resources Manager is transitioning into a reduced, part-time schedule to spend more time with family. She will remain with the company in a part-time support capacity, creating a valuable transition period for the new Payroll/Human Resources Manager to learn our processes, history, workforce, systems, and compliance requirements directly from the person currently in the role.
We are also making exciting improvements to better support our field teams, including the implementation of Arcoro for applicant tracking and onboarding. We would like to bring this position on board soon so the new manager can gain first-hand knowledge during implementation, help shape the system as it is built, and become a strong internal resource as the platform is launched across the company.
This role is ideal for someone who enjoys payroll accuracy, HR administration, compliance, process improvement, and employee support. The successful candidate will have the opportunity to strengthen our payroll and HR systems, improve onboarding and employee communication, support multi-state compliance, and work closely with company leadership while receiving meaningful transition support from the outgoing manager.

Job Description: Payroll/Human Resources Manager
Primary Function
The Payroll/Human Resources Manager is responsible for managing payroll operations and human resource functions to ensure accurate employee compensation, strong regulatory compliance, and efficient support of field and office personnel. This role plays a vital part in the organization by overseeing payroll tax filings, compensation structures, benefit coordination, onboarding, employee documentation, HR systems administration, and compliance activities across all states in which Abhe & Svoboda Inc. operates.
Location and Reporting
This position is based at our headquarters in Jordan, MN, and reports directly to the Chief Financial Officer.
Key Responsibilities
Payroll Operations and Compensation Management
  • Manage the full-cycle weekly payroll process, including the review of reported hours, overtime, deductions, garnishments, benefit withholdings, per diem, reimbursements, and other payroll-related items.
  • Ensure accurate compensation tracking for regular, overtime, and double-time wages in coordination with area/project managers, superintendents, estimators, and accounting personnel.
  • Maintain accurate wage rates, benefits, workers' compensation codes, cash/health/pension fringes, payroll tax settings, and job phases.
  • Set up new jobs in the payroll system, ensuring correct wage, benefit, prevailing wage, and job coding requirements are established before payroll processing.
  • Research, file, and reconcile payroll taxes, and resolve any discrepancies or tax-related issues.
  • Prepare and post payroll journal entries in the accounting system and support payroll-related general ledger reconciliations.
  • Support quarterly and annual payroll tax reconciliations and provide entries and documentation for accounting.
  • Review and ensure Certified Payroll Report (CPR) accuracy, including creating required documents, correcting entries, monitoring third-party CPRs, and supporting compliance with prevailing wage/Davis-Bacon or applicable state requirements.
Human Resources Administration
  • Coordinate new hire onboarding, drug and medical screening, and new hire paperwork for office, shop, and field personnel.
  • Serve as system administrator for the Arcoro Applicant Tracking and Onboarding system, including user access, job postings, applicant workflows, onboarding packets, templates, reporting, vendor coordination, and data integrity.
  • Process E-Verify and I-9s, including internal audits, document retention, reverifications, and resolution of non-confirmations.
  • Maintain employee records and process all information from hire to termination, ensuring complete and accurate data in payroll, timekeeping, benefits, onboarding, and HR-related systems.
  • Administer unemployment claims, employment verifications, and employee status changes.
  • Track and coordinate apprentice training fees, benefit payments, and related workforce development documentation.
  • Manage compensation updates for hourly and salaried positions in the office, shop, and field, including documentation of approvals and effective dates.
  • Conduct and support medical compliance efforts, including annual physicals, random drug screening, and testing related to lead and silica exposure.
  • Establish and maintain medical clinic partnerships in coordination with Dickinson Health or other responsible providers.
  • Assist and advise with employee relations documentation and corrective action support, including preparing draft documentation, organizing records, gathering supporting information, and recommending next steps; final authority, approval, and direction remain with the CFO/EEO Officer or designated leadership.
  • Provide administrative and compliance support to the CFO/EEO Officer for EEO-related records, employee communications, handbook/policy updates, and investigations or employee relations matters as assigned.
HR Program Support, Compliance, and Policy Administration
  • Participate in HR processes such as performance reviews (including 360 reviews), employee benefit programs, EEO tracking, leave administration, and paid leave compliance, including Sick/Safe Leave, FMLA, state paid family and medical leave programs, Long-Term Care, and other applicable requirements.
  • Maintain working knowledge of federal, state, and local employment laws, payroll regulations, wage and hour requirements, paid leave rules, new hire reporting, unemployment, workers' compensation, and HR compliance requirements for all states in which the company operates.
  • Monitor compliance changes in applicable states and coordinate updates to policies, payroll practices, onboarding documents, and employee communications with leadership and outside advisors as needed.
  • Ensure HR and payroll systems support accurate employee benefits enrollment, deductions, eligibility, and carrier/vendor reporting.
  • Support internal and external audits, benefit reporting requirements, EEO reporting, certified payroll reviews, and records requests.
  • Co-own and help maintain employee handbook materials, HR policies, forms, templates, and standard operating procedures under the oversight and final approval of the CFO/EEO Officer, including drafting updates, tracking needed revisions, coordinating input from leadership and advisors, and helping communicate approved changes to employees.
  • Maintain HR compliance calendars and reminders for recurring filings, notices, trainings, license/certification renewals, and required employee communications.
  • Protect confidential employee information and support appropriate records retention, access controls, data security practices, and consistent documentation standards for payroll, HR, medical, compliance, handbook, policy, and employee relations records.
Administrative and Employee Engagement Support
  • Maintain and update the Employee Website and Dashboard currently using Weebly/Square, and support the planned transition to Microsoft SharePoint in the upcoming months, including content migration, organization, permissions, and ongoing site maintenance.
  • Organize and manage the Employee Resource Library on Google Drive and assist with future migration or integration into Microsoft/SharePoint resources as company systems change.
  • Prepare HR and payroll reports, employee communications, and dashboard information for leadership and managers as requested.
  • Provide backup support for notary services, mail processing, shipping, and other office administrative needs.
  • Assist with special projects, process improvements, system implementations, and administrative tasks as assigned.
Skills, Knowledge, Qualifications & Experience
  • Associate's degree in a related field required; Bachelor's degree in Human Resources, Accounting, Business, or a related field preferred.
  • Minimum five (5) years of payroll experience and at least two (2) years in human resources administration.
  • Strong knowledge of payroll laws, tax requirements, wage and hour rules, HR compliance, and multi-state employment requirements.
  • Demonstrated proficiency with payroll systems, HRIS/ATS/onboarding systems, accounting software, Microsoft Office Suite, and Microsoft 365/SharePoint tools.
  • Experience with Arcoro or similar applicant tracking/onboarding platforms preferred.
  • Experience with CPR platforms, benefit systems, prevailing wage requirements, certified payroll, and multi-jurisdiction payroll taxes.
  • Ability to interpret policies, procedures, compliance requirements, and vendor guidance; identify issues or gaps; and apply them consistently across employee groups and work locations while seeking leadership review when final authority or legal interpretation is required.
  • Strong organizational, analytical, and problem-solving skills.
  • High attention to detail and the ability to manage multiple priorities, deadlines, and confidential matters in a fast-paced environment.
  • Strong written, verbal, and interpersonal communication skills with a commitment to confidentiality and professionalism.
  • Sound judgment to recognize when matters require escalation, legal review, or final approval by the CFO/EEO Officer or other designated leadership.

  • Willingness to learn new systems, improve workflows, document processes, and support cross-training/back-up coverage within the accounting and administrative team.
  • Must be able to sit for extended periods and remain focused in a dynamic office environment.
