Job Summary
This position reports directly to the Director for Educational Technology. This position will provide daily supervision of the business systems analysts. Incumbent will provide design, technical and organizational leadership. Analyze user needs and software requirements to determine feasibility of design within time and cost constraints, liaise with DevOps and developers. Provides guidance, mentoring, and other assistance. Ensure requirements and design adherence to coding standards as well as University policy? Create and manage team and individual goals and provide regular feedback for team members. Conduct effective performance evaluations and mentor staff through formal and informal channels. This position functions with a high degree of autonomy and decision making.
This leader will provide advanced problem solving and analysis for issues that are frequently without precedent or structure and that require the analysis of variable factors; this position will be responsible for formulating highly complex business analysis strategies, business processes, standardization, and resources. Tasks include all aspects of systems implementation from facilitation and analysis of complex business and user needs to advanced requirements gathering and creation of complex technical specifications, to implementation, deployment, and support of various highly complex systems. The position will lead efforts to select methods, techniques, and evaluation criteria that will obtain optimal results for the organization.
This position will lead cross functional teams and will represent the business systems analysts' team in meetings with Development Supervisors, the User Experience Designer, and other team leads. In addition, this position will work with the Director of Educational Technology and Application Development to prioritize development projects, schedule maintenance, and assist with other project and reporting tasks as needed. - Bachelor's degree in related area and / or equivalent experience / training
- At least 3 years of experience as a Senior Business Analyst
- Extensive experience as a business or systems analyst participating in large scale IT projects required.
- Experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices including traditional waterfall, Agile, Agile Scrum, UML, UML Enterprise, etc.
- Experience with content and website development
- Understanding and skill in complex process and systems requirement documentation standards.
- Demonstrated skills needed to develop process and system implementation plans.
- Strong knowledge of the project lifecycle process, including initiation, requirements gathering, analysis and design, development tools and technologies, release and version control.
- Strong knowledge of the software development lifecycle.
- Communication and analytical skills to gather written and verbal input on processes, ascertain the completeness of the information, and determine if more information is needed.
- Skills to define problems, to collect, organize, analyze and interpret data systematically, to generate alternative courses of action, to set objectives for decisions and anticipate consequences.
- Strong communication, writing and interpersonal abilities, including skills such as attitude, diplomacy and persuasiveness, analytical ability, strong judgement and managerial skills.
- Ability to fulfill testing leader and analyst leader roles concurrently for large scale IT projects.

Preferred Qualifications
- Relevant project management or business analysis certification preferred (e.g. Project Management Professional (PMP) or Certified Business Analysis Professional (CBAP) certification or Prince2 certified)
- Preferred Bachelor's degree in Computer Science, Business Administration, Engineering, or related discipline with an information technology focus.
- Experience in a Business Analyst role with supervisory responsibilities.
- Preferred 5+ years experience of progressive broad-based information systems business analysis and project management, with strong project management methodology background.
- Experience with Administrative / Operations applications preferred.
- Experience with Educational applications or functions preferred. Academic institution or large integrated health system experience preferred. Experience in designing and conducting training and test cases.

Department Overview Working with the Director for Educational Technology, create and review strategic plans for the creation of custom web-based software applications. Lead the Business Systems Analysts team and create tools and best practices for web application development and support. Work directly with the department Director on project and task priorities. Initiates, facilitates, implements and documents work process changes. Serve as a technical resource to project team and assists with problem and issue resolution. Acts as the primary liaison for operational planning related to requirements, workflow, testing, projects, and training. Acts as the primary liaison with development team leadership. Represents the business systems analysts' team in meetings. Work independently with minimal direction from management. Acts as the lead IT point of contact for Customer questions, application support, and maintenance of the applications during development and post implementation. Coordinates with appropriate teams to evaluate and implement application upgrades and patches. Collaborates with the User Experience Designer, Development Supervisors, and other team leads on policy and procedure development. Coordinates and/or collaborates with other teams as required to ensure applications are effectively and proactively managed and positioned. Performs as the liaison for production issues, communicating with the customer and IT resources on necessary fixes or enhancements. Leads efforts with end-users on the optimal use of the various reporting and data analysis tools. Leads efforts to create highly technical software development specifications for systems with a broad impact for the School of Medicine, School of Nursing or the Health System in general. Applies advanced business analysis concepts to identify, evaluate and define highly complex systems scope and objectives based on advanced knowledge of applicable business practices, processes and systems and industry standards to meet end-user and organizational needs. Initiates, designs and/or modifies highly complex systems and procedures where standardized policies or procedures may or may not exist. Performs highly complex analysis of business and user needs, documentation of requirements and translation into proper system and process requirement specifications. Creates the analytical strategy and templates for highly complex web applications and initiatives. Analyzes current documentation and data flows in departments and documents requirements to reflect appropriate workflow. Responsible for complex data mapping for various web applications. Conducts complex analysis to define requirements, tasks, dependencies, costs, risks, timelines and staff.
Leads efforts to develop system functionality and tools to meet organizational and department needs in collaboration with end user departments. Incorporates information system standards and operational standardization in accordance with administrative/operational strategies. Creates standards and guidelines for business analysis activities. Sets the technical requirements for complex specifications. Provides advanced support and training on new applications.
