HJF is seeking a Senior Program Manager for Center Operations to support the Center for Brain and Psychological Health (CBPH) / Center for the Study of Traumatic Stress (CSTS), located at Rockledge Office in Bethesda, MD. HJF provides scientific, technical, and programmatic support services to CBPH.

The Incumbent is responsible for management of day-to-day operations and conceptualization and development of strategic initiatives in support of the Uniformed Services University of the Health Sciences' (Bethesda, MD), Center for Brain and Psychological Health (CBPH) / Center for the Study of Traumatic Stress (CSTS) execution of programmatic goals and objectives. The incumbent provides administrative program oversight to maximize the effective use of project resources and maintain research and Federal compliance. The incumbent works closely with the Director, CSTS, on strategic initiatives. The incumbent works across HJF and Uniformed Services University (USU) departments to execute all contract/cooperative agreement/grant actions on behalf of CBPH/CSTS and works with the Finance Manager on space management, personnel management, contracts, subawards and purchasing areas. The incumbent works on complex problems and identifies and evaluates solutions.

The Center for the Study of Traumatic Stress (CSTS) is one of the nation's oldest and most highly regarded, academic-based organizations dedicated to advancing trauma-informed knowledge, leadership and methodologies. The Center's work addresses a wide scope of trauma exposure from the consequences of combat, operations other than war, terrorism, natural and human-made disasters, and public health threats as well as risk and protective factors associated with suicidal behaviors. CSTS is a part of our nation's federal medical school, Uniformed Services University (USU), and its Department of Psychiatry. The Department has active research programs in the Basic and Clinical Sciences and Neurosciences. In addition to intramural research projects, the Department maintains active research funded by the National Institute of Mental Health, National Institute of Drug Abuse, National Science Foundation, the Department of the Army and the Department of the Air Force. The department has ongoing collaborations with the Walter Reed Army Institute of Research, is sponsor of the Center for the Study of Traumatic Stress and provides psychiatry residency training through its affiliations with Walter Reed National Military Medical Center, National Naval Medical Center and Malcolm Grow Air Force Medical Center and the National Capital Area Graduate Medical Education Consortium.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine.   • Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Management in the administration of agreements, contracts, and research compliance. Applies expertise in establishing more complex standard operating procedures and leading improvements. Responds to complex requests and escalated complaints. Demonstrates diplomacy when interacting with all internal and external staff.
  • Initiates and monitors program actions including award issuance between the interagency partner, USU, and HJF, tracking internal HJF budgets, subawards, purchasing, hiring activities, and ensuring reporting milestones are met.
  • Initiates hiring actions and provides guidance, assigns, and reviews work, and conducts performance evaluations. Oversees career development of staff members along with the Senior Scientist, providing staff with training opportunities and tracking their professional careers.
  • Oversees the strategic implementation of grant awards. Ensures compliance with all contract requirements, schedules, and provisions. Ensures all HJF and DoW regulations are met to include reporting requirements and funding agreements are in place.
  • Contributes to strategic planning and relationship building. Works with project stakeholders and sponsors, to include the CBPH Board of Advisors, to ensure detailed business and technical requirements are defined to ensure success in program. Develops and manages program plans from inception to deployment, applying project management methodology and enforcing best practice standards.
  • Works with HJF Strategic Initiatives/Business Development, subawards/subcontracts, and other department teams to grow CBPH/CSTS's partner pool and initiate new project/program actions. Analyzes costs and pricing data submitted by the contract centers to verify and substantiate direct and indirect costs. Prepares requests for contract actions and proposals.
  • Works with USU and HJF Office of Sponsored Programs, HJF Office of General Counsel, HJF and USU Agreements Offices, and USU Acquisitions.
  • Oversees all standard operation procedures (SOPs) for CSTS specific processes.
  • Oversees all space management for CSTS to include lease agreements, rent payments, etc.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Education and Experience

  • Bachelor's degree required; Master's degree preferred in Business Administration or related field preferred.
  • More than ten years of experience required.

Licenses and Certifications

  • Project Management Professional (PMP) or MBA preferred.

  • Must have budgeting and financial management skills and experience; understanding of DoW acquisition process is preferred.
  • Experience in a military environment or working closely with military personnel is strongly preferred.
  • Ability to obtain and maintain a T1 Public Trust background check.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in a office setting.

Compensation

  • The hourly pay range for this position is $105,800-$170,000. Actual salary will be determined based on experience, education, etc.
