Job Title: Technical Program Manager V

Duration: 8 Months

Location: Remote (PST Preferred)

Summary:

Client's Data Center Site Development team designs, builds, leases, and operates the most innovative and efficient data centers in the world. The Water Team, within Site Development, manages cross-functional water program strategy and execution across Client's large and growing global data center portfolio during pre-development, construction, and operations phases. This role provides parental leave coverage for a Water Program Manager position that is critical to maintaining continuity of water program operations, utility relationships, compliance oversight, and construction milestones across the fleet.

Job Responsibilities:

Define and own the multi-year water program roadmap, aligning with company growth targets and sustainability goals

Lead programmatic initiatives including fleet-wide sustainability/water-saving efforts, regulatory research, business process development, and cross-functional coordination

Own and drive the water/wastewater compliance framework (tool development, process governance, audit readiness)

Oversee compliance with water withdrawal agreements and wastewater discharge requirements

Manage utility engagement strategy during construction and operations (technical, invoicing, operational issues)

Own end-to-end flow meter program strategy (account setup, mapping, payments, commissioning)

Lead engineering design reviews and oversee onsite/offsite infrastructure projects (schedule, scope, budget)

Drive construction quality standards for wet utility infrastructure

Establish data governance framework for water/wastewater monitoring and analysis

Leverage data analytics and business intelligence tools to inform program decisions

Monitor external factors affecting water supply/quality (policy, legal, quality issues)

Develop and maintain the Water Mitigation Plan with Emergency Operating Procedures

Skills:

Technical expertise in industrial water use and wastewater discharge, water efficiency techniques, and water policy/permitting in the United States

Experience with permitting and construction management of water infrastructure projects

Excellent relationship building and communication skills

Experience with NPDES and industrial pre-treatment permits; experience working with water/wastewater utilities in the US

Experience with water/wastewater infrastructure construction and operations for hyperscale data centers

Education/Experience:

12+ years of progressive professional experience in water and wastewater infrastructure projects, including senior/lead-level roles

Bachelor's degree in Civil or Environmental Engineering or related field (required)

Preferred:

Advanced technical degree (M.S. or Ph.D. in Civil/Environmental Engineering or related field)
