Description

Salary range is $81K to $149K with a midpoint of $101K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position with an assignment of 5 years.

GENERAL PURPOSE:

Under general direction, builds and oversees a portfolio of agreements. Responsible for portfolio adherence to the established agreement strategy, metrics and procedures and in alignment to agency policies. Tracks portfolio performance, identifies risks, reports and recommends mitigations to leadership as needed. Ensures consistency in strategy, risk acceptance, prioritization of interests, negotiations, and relationship protection in agreements with public agency and service partners. Collaborates with other intergovernmental partnering staff to align frameworks, processes and improvements across the entire program. Provides centralized coordination and communication between Sound Transit and assigned portfolio; internally and between Sound Transit and external public agencies.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • This position is a term-limited position with the responsibility of building intergovernmental partnering portfolio(s) based on existing frameworks and managing for the duration of their term. Intergovernmental partnering portfolios and dashboards track and monitor agreements and business activities with public partners including, but not limited to local governments, public agencies, transit service partners, utility providers, and WSDOT.


  • Builds and oversees a portfolio of agreements for assigned work area including tracking and risk identification; implements workflows, dashboards, tools and tracking methodologies; and recommends enhancements for assigned portfolio and/or that can be applied across intergovernmental agreement portfolios.
  • Serves as the agency's lead advisor for assigned program area, provides direction to staff at all levels of the agency; consults with agreement managers and agency-wide business units to understand and provide recommendations related to negotiation strategy, agreement implementation, and performance of the agreement portfolios and the intergovernmental partnering program.
  • Collaborates with appropriate Sound Transit staff to monitor assigned agreement portfolio, ensure alignment with agency goals and existing procedures, identifies risks and areas for improvement or iteration.
  • Participates in interdepartmental project teams and acts with autonomy and authority to align intergovernmental partnering activities and agreements with Agency strategy, policies and procedures. Ensures continuity and accountability for successful Intergovernmental Partnering and Strategy representation across initiatives. Establishes and maintains effective working relationships and communications with relevant staff at external entities.
  • Maintains awareness of new developments in the industry; develops and maintains evaluation methods to assess program strengths and identify areas for improvement.
  • Supports efforts agency-wide to develop and implement agreements with key government partners.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Business or Public Administration, Urban Planning, Civil Engineering, Project Management or related field. Four years of work experience in project/program coordination or analysis, planning, public involvement, urban design, engineering, or related field; Or an equivalent combination of education and experience.

Required Knowledge and Skills:



  • Project management practices with the ability to manage multiple projects concurrently and organizing work to meet challenging priorities and deadlines.
  • Establishing and maintaining effective working relationships with other department staff, management, and public agencies.
  • Interpreting and administering public policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Proficiency in data analysis, visualization tools, and reporting methods including preparing comprehensive reports.
  • Business process management or management consulting (internal/external).
  • Interpreting and administering public policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Principles and practices of portfolio and program management, implementation, and administration
  • Analyzing problems and identifying alternative solutions; projecting the consequences of proposed actions and implementing recommendations.
  • Public speaking and developing and delivering presentations and presenting ideas and concepts orally and in writing.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.


Preferred Knowledge and Skills:



  • Negotiation and partnering skills with public agencies, and successful experience with consensus-building.
  • Facilitating discussions and driving towards data-based decision-making and continuous improvement.


Physical Demands / Work Environment:



  • Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week.
