Job Description

The Knolls Laboratory Site (KLS) Director Management Office (DMO) is seeking a manager for the newly established Portfolio Management unit. This role will be accountable for the strategic vision of the KLS directorate and ensure accurate planning and execution of work. The Portfolio Management unit manager will be the steward of the full breadth of work that KLS owns and supports, including nuclear testing, 24/7 site operations, site modernization, liability reductions, and radiological & environmental stewardship.



Essential duties include but are not limited to:




  • Oversight of the entire portfolio of work performed or supported by the KLS Directorate
  • Annual budget balancing, risk management, and prioritization of next 10-years of work
  • Oversight and generation of KLS input for the Naval Reactors Technical/Budget Plan, NNL and KLS Strategic Plans, and Site Master Plan
  • Oversight of Technical Work Plan and Program Reviews
  • Management of personnel, Knowledge Management and training of staff

Required Combination of Knowledge and Skill
Bachelors degree from an accredited college or university in a related field; or Bachelors degree from an accredited college or university and a minimum of 4 years of relevant experience.
Preferred Skills

  • Master's degree from an accredited college or university
  • Prior management experience
  • Strong written and oral communication skills
  • Experience managing a long-range resource-loaded portfolio in accordance with NNL Corporate Policy-112 and Corporate Instruction-112
  • Demonstrated application of project/portfolio management principles to resolve complex issues
  • Proven ability to collaborate across multiple stakeholders and drive to organizational goals
  • Ability to effectively manage multiple tasks simultaneously
  • Ability to build effective interpersonal relationships with staff and management peers

Pay Range
$129,300.00 - $206,100.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program. We rely on the dedication and innovation of our nearly 8000 engineers, scientists, technicians, and support personnel.
