We are seeking a detailoriented, analytical professional to support our electric generation fleet through daily fuel trading, scheduling, and logistics. This role helps ensure reliable and efficient delivery of the fuel that powers our community.

As a Fuel Portfolio Analyst, you'll manage coal train logistics, process fuel and commodity invoices, prepare hedging and regulatory reports, and support financial modeling, budgeting, and variance analysis. You'll collaborate with teams across Accounting, Operations, Energy & Fuel Portfolio, and external partners-while helping drive meaningful process improvements.

The ideal candidate will have:

  • Bachelor's degree in Engineering, Business, Accounting, Finance, or a related field
  • 3+ years of experience in fuel logistics and financial analysis, including scheduling, financial modeling, and variance analysis
  • Demonstrated skills in fuel trading and scheduling, coal logistics, invoice processing, hedging and regulatory reporting, and budget/variance analysis
  • Strong analytical ability, attention to detail, and collaborative communication skills
  • Preferred: Utility or energy industry experience, knowledge of electric generation concepts, and comfort working with large datasets (Excel, Power BI)

Salary Range: $95,833- $115,000 annually - commensurate with experience

Job Purpose:

Performs activities related to logistics for purchasing, transporting, and delivering coal, natural gas, and diesel for fuel consumed by OUC's electric generation plants. Prepare and monitor coal-related logistic performance trends to ensure OUC maintains adequate inventory levels. Review and process invoices, maintain database, prepare Commission fuel ratification agenda items, and other fuel-related reports for support of internal and external customer needs. Monitor, report, and recommend financial hedge transactions. Participate in all Financial and Treasury functions, including impact on the General Ledger, related systems, budget and/or capital plan, and financial statements as it relates to Fuel, Purchased Power, and contractual obligations. Prepare analyses and summaries of findings and recommendations.

Primary Functions:



  • Perform daily fuel trading, scheduling, and back-office operations for natural gas, coal, and purchased power.
  • Manage all coal train logistics and reporting for OUC, including scheduling, tonnage tracking, inventory updates, quality adjustments, reporting, and vendor coordination.
  • Trade and schedule natural gas for OUC's contract gas units.
  • Prepare and code invoices for natural gas, coal, purchased power, transmission, and minority plant services, ensuring accurate processing through OUC's Accounts Payable and invoicing systems.
  • Manage track repairs, track cleaning, track scale certification, and signal maintenance.
  • Prepare hedging, operational, management, and regulatory reports, including EIA 923, SERC, PSC filings, FEM fuel reports, and internal commission agenda items.
  • Prepare and distribute monthly fuel, purchased power, and transmission reports to Accounting.
  • Purchase and analyze long-term and short-term coal needs, evaluate bids and RFPs, and review coal contracts for OUC power plants.
  • Prepare and distribute coal inventory and train status report for internal OUC stakeholders.
  • Maintain and update train shipment records for use by external coal analysis partners.
  • Prepare and analyze coal delivery reports to support management decision-making.
  • Prepare bids and coordinate diesel fuel orders for OUC owned power plants as needed.
  • Utilize applicable software to perform research, financial analysis, and cash-flow modeling.
  • Prepare monthly and quarterly management reports, including high-level budget variance analysis.
  • Conduct financial, cash-flow, and variance analysis; support budgeting processes and assist with general ledger reconciliations.
  • Lead small projects, document procedures, and identify and recommend process improvements.
  • Participate in the development of annual budget processes.
  • Build and maintain collaborative partnerships within the team and across the commission;
  • Proactively solicit input and foster buy-in from colleagues to support effective decision-making.
  • Serve as a liaison to internal departments and external partners, supporting Energy & Fuel Portfolio Analysis with research, data, and financial insights.
  • Stay current on market trends and industry best-practices and share insights with the team.
  • Participate in team evaluations of fuel transactions, daily resource planning, market activities, and FMPP committee interactions; develop and deliver operational plans.
  • Develop and present daily operational plan and market activity reports.
  • Support FMPP member requirements and perform ad-hoc analysis for committees and task forces.
  • Perform callout duties, as required, due to significant changes in system conditions - included, but not limited to, interaction with natural gas market, modifying the daily operation plan, and delivering adjusted fuel consumption forecasts and schedules.
  • Perform other duties as assigned.

    • Market of Natural Gas
    • Software applications (FGT scheduling system, CSX customer scheduling system (Ship CSX)
    • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws


  • Demonstrate good judgment;
  • Capable of working independently as well as within a team environment;
  • Effective communications skills, both verbal and written;
  • Strong negotiation skills and ability to discover near-term market conditions to optimize our profitability in the wholesale energy market through transactions traded around our generation assets and resources;
  • Strong analytical skills and ability to draw reasonable conclusions and make recommendations based on available data, facts, and uncertainty;
  • Ability to:

    • Analyze and make decisions using available data
    • Apply a variety of procedures, policies, and/or precedents;
    • Participate in cross-functional teams, analysis, and projects;
    • Make arithmetic computations using whole numbers, fractions and decimals, compute rates, ratios and percentages;
    • Understand and apply governmental accounting practices in the maintenance of financial records;
    • Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).




Education/ Certification/ Years of Experience Requirements:



  • Bachelor's degree in Engineering, Business Administration, Accounting, Finance or related area of study from an accredited college or university;
  • Minimum of three (3) years of experience in fuel logistics and financial analysis, to include:

    • Fuel logistics and scheduling
    • High level budget variance analysis
    • Financial statements
    • Financial modeling and trend analysis


  • Utility/energy industry experience, preferred.
  • Experience in trading and scheduling utility commodities (preferred);
  • Experience in foundational understanding of electric utility generation function (i.e. heat rate, MWh, mmbtu), (preferred);
  • Special training to be completed within first six (6) months of hire:

    • Ship CSX (railroad scheduling system)
    • Florida Gas Transmission (FGT) natural gas scheduling system


  • Valid Driver's License
