Role Description:

The SCADA Analyst ensures robustness and integrity of the SCADA System including directing and coordinating employees in support of calibration services and data management. Responsible for managing upgrades, yearly maintenance contracts and long-term planning of SCADA and instrumentation system for the water distribution and collection systems.



Essential Duties & Responsibilities:



  • Maintains and updates the Supervisory Control and Data Acquisition (SCADA) system to ensure uninterrupted operation.
  • Develops, documents, coordinates, and implements changes to the SCADA system to support operational changes and engineering projects.
  • Focused on Aveva (Wonderware) System Platform, Historian, and Schneider Vijeo support and development.
  • Maintains standards for SCADA system and ensures application to Capital Upgrade projects.
  • Responsible for maintaining System change management process staying within IT audit practices.
  • Responsible for developing new PLC programs and making changes to existing PLC programs.
  • Responsible for building the SCADA and HMI databases to acquire data from remote PLC sites and work with Control Center personnel to design and implement graphic displays to support pipeline operation.
  • Create scripts, reports and troubleshooting skills using VB.Net, SQL queries and other reporting tools.
  • Must work closely with Operations and maintenance personnel on a daily basis and respond to their urgent systems' needs.
  • Investigates, evaluates, and recommends hardware, software, or service required to repair, replace, enhance, update, or improve the SCADA environment.
  • Works with communication vendors and internal support personnel to quickly resolve data communication problems during outages.
  • Updates software and software configurations as needed to maintain system integrity and security.
  • Coordinates with vendors for product support.
  • Responsible for writing documentation (examples: control narratives, SOP's, policies) as needed to support job functions
  • Identifies issues related to coordination with other utilities and municipal service providers.
  • Operates Authority vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate Authority personnel.
  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships: Interacts with co-workers within the Department and throughout the Authority. Oversees and coordinates the work of vendors.

Required Experience:

Five (5) years of progressive experience to include:



  • PLC programming with Function Block, Structured Text, and Ladder Logic;
  • Focused experience with Schneider (Modicon) PLC suite;
  • SCADA and ICS commissioning or operations; and
  • Experience working with the Windows operating system and system administration

Minimum Education Requirements:
Bachelor's degree in Engineering, Computer Science, Information Technology or related field from an accredited college or university
Required Skills:
Strong analytical and troubleshooting skills
Knowledge of file structures, data structures, graphics editors and scientific programming languages
Ability to adhere to good programming practices and strict testing standards
Ability to follow controlled procedures, adhere to database, display standards, and change management procedures
Strong interpersonal and communication skills (verbal and written)
Ability to take direction
Ability to work in a team environment collaboratively with all levels of management, engineering, and operations personnel
Attention to detail
Willingness to learn
Required Licenses & Certifications:
A valid Motor Vehicle Operating Permit and a DC Water Vehicle Endorsement

Physical Requirements:
May work indoors and/or outdoors. Environmental conditions include exposure to extreme cold and/or hot temperatures. May work in areas of noise, vibration, near moving mechanical parts, risk of electric, and a variety of hazards. May work in atmospheric conditions of fumes, odors gusts, mists, gases, poor ventilation, exposure to oils, exposure to industry related chemical and fluids.
