Position Overview

The following is intended to describe the general nature and level of work being performed. This list of duties is illustrative only, and is not a comprehensive listing of all the functions and responsibilities performed.

POSITION SUMMARY
This position reports to the Chief Business Officer, with guidance from the ENMU System Controller. Under general supervision, primary responsibilities are developing the University budget, completing the report of actuals, validating budgets for procurement and preparing analytical budget reports. Additional responsibilities will be monitoring, reporting, and billing for capital outlay projects, and other duties as assigned.

DUTIES and RESPONSIBILITIES:

  • Perform analysis functions, such as budget accounting, budget preparation or similar fiscal procedures for operating, capital, and grant budgets.
  • Provide direction and support to college leaders and staff in understanding financial reports and data, in controlling their costs and budgets, and in fulfilling budgetary requirements.
  • Ensure that work assignments are completed timely and accurately.
  • Perform general accounting duties, including review of budgets, file maintenance, approval of transfers, or other related duties.
  • Analyze proposed and final legislation funding.
  • Reconcile budgeted and actual revenues/expenditures and reconcile liability accounts.
  • Review departmental budgets and verify availability of funding.
  • Prepare budget/expenditure analysis and fiscal reports as required.
  • Complete year-end budgeting tasks.
  • ENMU-Roswell Budget Analyst has dotted line reporting to ENMU-Portales Budget Analyst and will have to work collaboratively with them on budget items /issues.
  • Perform related duties as assigned by Controller.

KNOWLEDGE, SKILLS and ABILITIES:
  • Knowledge of accounting principles, methods and application.
  • Knowledge of federal and state financial regulations, and university financial policies and procedures.
  • Advance Skills in account balancing and reconciling.
  • Advance Skills with Microsoft Excel functions and formulas.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to analyze and interpret financial data and prepare financial reports.
  • Ability to complete moderately complex assignments.

Requirements

MINIMUM REQUIREMENTS:
Bachelor's degree and 3 years of experience related to the position; or combined experience and education. Preference for degrees in finance, accounting or business.


Working Conditions

Work is performed during normal work hours with some evening and weekend hours required to meet deadlines.
Work is sedentary in nature that at times requires exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
