Under the Director of Student Conduct and Attendance, the Educational Specialist II - Suspension Services is responsible for implementing district level policies and procedures regarding suspension and expulsion and providing related support, training, and guidance to City Schools staff, students, and families. Coordinates referral services, intervention activities, and family conferences. Delivers day-to-day direct services necessary for the implementation of the district's policies regarding suspension and expulsion. Supports the delivery of day-to-day technical assistance to City Schools as it relates to suspension and expulsion-related services


Essential Functions



  • Facilitates the suspension/expulsion process in Baltimore City Public Schools.
  • Provides technical support and consultation to central office and school-based personnel on the implementation of suspension and expulsion services.
  • Conducts family conferences and coordinates referral services and intervention activities as appropriate.
  • Determines necessary services to support schools in establishing effective behavior management systems.
  • Establishes and maintains positive professional relationships with principals, assistant principals, central office staff, and outside agencies necessary for the performance of related duties.
  • Coordinates with other divisions and outside agencies by serving on system-wide committees as requested.
  • Maintains knowledge of relevant policies and procedures as it pertains to suspension/expulsion changes or services available to City Schools.
  • Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
  • Maintains confidential and sensitive information.
  • Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and the professional standards.

Desired Qualifications



  • Bachelor's degree in education, social work, psychology, or related field. Master's degree preferred. Degree must be from an accredited college or institution.
  • A valid Maryland State Department of Education (MSDE) Advanced Professional Certificate (APC).
  • One to three years experience working in a public school system, preferably in an urban setting in a related capacity.
  • Experience with providing behavioral services and support to at-risk students and students with disabilities.
  • Experience in program development, team building, and providing technical assistance that supports implementation fidelity.
  • Experience working in a multicultural environment (urban setting preferred), building consensus, and maintaining focus on student needs.
  • Unless expressly stated otherwise with respect to the qualifications indicated in the position description, City Schools reserves the right to consider other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position.
  • Ability to interact with diverse constituencies and convey complicated information with tact and diplomacy.
  • Proficient skill in the use of technical computer applications, including electronic databases, case management systems, and Microsoft Office, including Excel and Power Point.
  • Ability to exercise independent judgment.
  • Skill in research, presenting, and explaining policies and procedures, assembling data, preparing complex reports, and formulating and presenting recommendations.
  • Ability to work collaboratively.
  • Ability to develop and maintain strong working relationships with school system employees and managers at all levels, as well as government agencies and community stakeholders.
  • Ability to multi-task, prioritize changing assignments, and organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail.
